WHAT YOU WILL DO
The person in this position will coordinate system and community engagement efforts to inform program decisions, policy change and integration of systems of care for people at risk of or experiencing homelessness. The position facilitates and integrates the delivery of OHCS programs in a manner that respects the needs of communities of color furthering the Equity and Racial Justice goals of the Oregon’s Statewide Housing Plan. This position plans and executed community engagement to inform and advance best and promising practices, communicate and coordinate with stakeholders, and recommends solutions that advance the needs of those communities who are often disproportionately impacted by housing instability, specifically for communities of color.
ESSENTIAL JOB FUNCTIONS: All performed with an Equity & Racial Justice Lens
Community Engagement
Engage culturally specific community partners in reviewing and analyzing policies, policy concepts, programs and organizational practices with an equity lens while providing actionable recommendations to OHCS leadership and program staff.
Systems Integration
Serve as a catalyst for system change initiatives and related systems across the State of Oregon.
Internal Agency Liaison
Serve as liaison between Public Affairs, the Homeless Services Section and other agency programs and divisions, the Legislative and Communications teams as well as the Office of Equity, Diversity and Inclusion and Research in the development of policy recommendations to ensure agency coordination, alignment, and effectiveness.

WHAT WE’RE LOOKING FOR (REQUESTED SKILLS)
The most competitive candidates will possess the following requested skills, experience, and knowledge:
Demonstrated awareness of race and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.
Knowledge of supportive housing to serve high needs populations, and must have experience working with culturally specific housing, communities of color and social service agencies.
Ability to analyze and act on complex information, including state and federal regulations.
Must have skill in self-direction and prioritizing work while achieving results with and through others, within OHCS and with relevant stakeholders.
Ability to demonstrate written and oral communication suitable for executive audiences, peers, citizens, and stakeholder groups, some of whom may be unfamiliar with OHCS or affordable housing.
Must have excellent written & verbal communication skills, computer knowledge, and presentations skills.
Experience providing community engagement and outreach.
MINIMUM QUALIFICATIONS
We recognize that your time is valuable. We will be looking for the following m inimum qualifications in addition to the skills listed above:
A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical, and planning work.

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

PUBLIC AFFAIRS DIVISION: ENGAGEMENT
The Public Affairs Engagement Team provides strategic direction, planning and implementation of engagement and outreach efforts with on and behalf of agency programs and divisions. This team leads the Statewide Housing Plan development, leads engagement strategy and implementation of engagement and outreach efforts on behalf of divisions, develops engagement and outreach plans, monitoring and evaluation and follow-up with stakeholders and the public. This team works to advance the mission by working with divisions, stakeholders, and the public to further the OHCS mission, support program development and implementation, and achieve agency goals such as those set in the Statewide Housing Plan. This team serves as a conduit to internal and external stakeholders as well as agency leadership by developing strategy for engaging with stakeholders and identifying community trends and opportunities.
With an agencywide lens and as a member of the Public Affairs team, this position will work with the engagement team to support OHCS’s Housing Stabilization Division which provides critical services to the lowest income Oregonians by addressing housing stabilization and helping more Oregonians access safe, stable, and affordable housing options through an equity lens
