Job Description : Clatsop County occupies the northwest corner of Oregon bounded to the north by the Columbia River and to the west by the Pacific Ocean. Named for the Clatsop Indians, Clatsop County is rich in history, scenery and opportunity.

Seeking one emergency management professional to oversee the administration, development, and implementation of the operations of Clatsop County’s Office of Emergency Management (CCOEM). The successful Emergency Management Director has the proven ability to build and maintain collaborative working relationships with community leaders, coworkers, volunteers, and the public, and will guide the county in all aspects of developing and implementing its disaster preparedness programs and coordinated response to emergencies.

Mandatory Qualifications
Bachelor’s degree from an accredited college or university with major course work in Emergency Management, Public Administration or related field. Minimum of four (4) years’ progressively responsible experience managing an emergency management function, including two (2) years of supervising staff. Knowledge of principles and practices of organizational management to include program planning, development, evaluation, and fiscal administration. Must possess current certifications indicating completion of National Incident Management System Classes: IS 100, IS 200, IS 300, IS 400, IS 700, and IS 800. Successful completion of the FEMA Professional Development Series (PDS) or ability to complete within one (1) year. Successful completion of the Oregon Office of Emergency Management Basic Applied Practical Series (BAPS) or ability to complete in one (1) year.

Desired Qualifications
Master’s Degree in emergency management or related field. Designation as a state or international Certified Emergency Manager (CEM) or Oregon Emergency Management Specialist (ORCEMS) is highly desirable.
