CTUIR MISSION STATEMENT
Exercise the Tribe?s sovereign authority to achieve the maximum protection of resources identified in the Treaty of 1855, to protect newly acquired lands wherein the Tribe has a vested interest, to protect the lands of all the citizens and residents of the Umatilla Indian Reservation. This position will protect human life, water, land, air, and wildlife by exercising professional skills and abilities in the protection of the resources of the Confederated Tribes of the Umatilla Indian Reservation.

DEPARTMENT OF NATURAL RESOURCES MISSION STATEMENT:

The Department of Natural Resources mission is to protect, restore, and enhance the First Foods – water, salmon, deer, cous, and huckleberry – for the perpetual cultural, economic and sovereign benefit of the CTUIR. We will accomplish this using traditional ecological and cultural knowledge and science to inform: 1) population and habitat management goals and actions; and 2) natural resource policies and regulatory mechanisms.

The Energy and Environmental Sciences Program (EESP) mission is to identify and solve environmental contaminant threats to the First Foods through scientific excellence.

GENERAL STATEMENT OF DUTIES:
This position supports the CTUIR mission by providing analysis of the long-term fate and transport of past, present, and proposed future wastes generated, stored, or treated at the USDOE Hanford Site in Washington State and within the CTUIR?s traditional use lands. Specifically, this position will focus on reviewing Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation & Recovery Act (RCRA) activities including, but not limited to, activities and decisions associated with the Tri-Party Agreement and Consent Decree milestone series. Further, this position will be responsible for developing, implementing, reporting, and publishing on research projects that are consistent with the EESP mission.

EXAMPLES OF ESSENTIAL JOB DUTIES & RESPONSIBILITIES:

Responsible for developing and maintaining an inventory of waste at Hanford. The inventory will include, but not be limited to, waste in the tank farms, active waste burial sites, and past practice sites.
Will review current fate and transport modeling approaches used at Hanford along with the fundamental assumptions for physical properties that are most critical to contaminant release and movement in the subsurface.
Responsible for developing and maintaining appropriate computational tools to meet the fate and transport modeling needs of the CTUIR.
Responsible for monitoring and assessing the extent, movement, and eco-toxicological risks associated with former processing wastes at Hanford using environmental monitoring data.
Responsible for reviewing, evaluating, and commenting on Hanford waste site performance assessment modeling with particular emphasis on the cumulative risks associated with all wastes that are planned for permanent disposal at Hanford.
Responsible for performing technical reviews and providing comments on regulatory documents and related scientific reports.
Responsible for research proposal development and implementation.
Responsible for publication of scientific reports in peer reviewed journals.
Will assist with grant development and other technical writing assignments.
Responsible for development and implementation of sampling and analysis plans.
Responsible for reviewing and approving environmental analytical data and associated data packages generated at the CTUIR Field Station analytical laboratory.
Responsible for presenting technical information to a wide array of audiences.
Other duties as assigned by immediate supervisor relating to the scope of work of the program.
