The PositionNapa County is recruiting to establish an Eligibility List for the position of Office Assistant II. The eligibility list established from this recruitment will be used to fill full-time, part-time, limited term and extra help vacancies as they occur over the 12 months. This list will replace any previously established lists.
This is the experienced, journey level class in the Office Assistant series. An Office Assistant II is expected to perform assigned duties with only occasional instruction or assistance. Judgment is sometimes required pertaining to when and how established procedures or guidelines are to be applied. Significant deviations from established procedures require prior approval. Adequate performance at this level requires the application of knowledge of departmental policies and practices.
An Office Assistant II assigned to the Animal Shelter performs clerical duties specific to the needs of the Animal Shelter including license renewals, money handling, account balancing, renting cat traps, and the intake of stray animals brought in by Animal Control and animals being surrendered by their owners.
General supervision is provided by higher level supervisory or management positions. Functional or technical supervision may also be received from department staff.
Assignments may include technical supervision over other clerical personnel.
Bilingual candidates are encouraged to apply, as some vacancies may have a bilingual Spanish requirement.
THE RECRUITMENT PROCESS
In order to be placed on the eligibility list and to be considered for the Office Assistant II classification, you must apply online, pass a subject matter expert review and an oral panel interview.
1. Applications are due by 5:00 P.M. on Monday, April 4, 2022.
2. Candidates will be screened for minimum qualifications the week of April 4, 2022.
3. Candidates who meet the minimum qualifications will then have their supplemental responses scored by subject matter experts the week of April 11, 2022.
4. Only the most qualified candidates from the supplemental question review will be invited to an oral panel interview, tentatively scheduled for the week of April 25, 2022. Only the most qualified applicants will be placed on the eligibility list and referred to the hiring manager for further consideration.

Example of Duties
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Type and proofread a variety of documents including reports, correspondence, and forms from oral direction, rough draft, copy, notes, or transcribing machine recordings.
Schedule appointments and various meetings; make travel arrangements.
Maintain inventory records; order office supplies; submit expense claims.
Tabulate and keep a variety of records, logs, rosters, and graphs.
Prepare a variety of narrative and statistical records and reports.
Prepare routine correspondence.
Act as receptionist on the telephone or in person, directing inquiries and providing information on department policies and procedures.
Route and distribute materials to appropriate parties, the public, and media.
May operate a computer terminal/console for the purpose of entering and retrieving information.
Receive and process applications, petitions, and other documents.
Complete forms; check for accuracy and completeness; index and file; issue permits, licenses, registration cards, etc.
May maintain petty cash fund; accept payment of fees; maintain and process cash records.
May operate a two-way radio to communicate with mobile field units as assigned.
Set up and maintain a variety of files; index and file a variety of records.
Disseminate and obtain information by phone, mail or in person; coordinate with other departments and agencies.
As assigned, assist in the preparation and conducting of elections; maintain records; provide information; select precinct board members; verify affidavits; prepare and distribute sample ballots; purge voter records; and process absentee ballots.
Assist public by answering questions and taking complaints.
Assist in the training of new employees.
Assist departmental staff in special assignments or daily routines.
Perform related duties as assigned.
In addition, when assigned to the Animal Shelter:
Take lost-and-found reports; contact microchip companies for chipped animals; contact owners of identified animals and quote fees for retrieval.
Intake animals, both stray and owner surrenders.
Process redemptions, adoptions, transfers to rescues and other shelters, and foster animals to foster families; rent cat traps.
Issue new and renewal licenses; process pending licenses from rabies vaccination lists; issue spay and neuter vouchers.
Handle monies collected, including cash, check, and credit card transactions; accept donations, both cash and non-cash items; balance accounts at the end of the day.
Participate in off-site events as needed; promote the mission statement and goals of the shelter, and the benefits of spaying and neutering; demonstrate knowledge of state and local laws in regards to municipal shelters; and demonstrate positive customer service.*TYPICAL QUALIFICATIONS*
KNOWLEDGE OF:
English usage, including spelling, grammar and punctuation.
Telephone techniques that will ensure exceptional customer service.
Basic to intermediate Microsoft Excel software functions.
Basic to intermediate knowledge of Microsoft Outlook software functions to schedule meetings for staff.
Microsoft Word to maintain department records.
Basic arithmetic (including addition, subtraction, multiplication, division and percentages).
Correct vocabulary, grammar and punctuation to prepare clear and concise written documents.
Various filing systems (e.g., alphabetic, chronological, numeric, subject matter) to maintain an organized filing system that would allow for swift and accurate retrieval of document/information.
Basic office procedures.
SKILL TO:
Follow oral instructions to complete daily assignments.
Follow written instructions to complete routine assignments.
Operate modern-day business office machines (e.g., fax copy machine and phone system).
Operate personal computer for the purpose of entering and retrieving information.
Read the English Language.
Interpret the English Language.
Compose and proofread documents, letters etc., for grammatical errors to ensure corrected documents are released.
Perform mathematical computations to complete basic addition, subtraction, multiplication and division problems associated with assigned duties.
ABILITY TO:
Interpret written instructions to complete assigned tasks.
Organize assignments to meet established deadlines.
Perform work accurately with attention to detail.
Cultivate cooperative working relationships with others.
Type accurately at 45 or more words per minute to prepare correspondence, letters and needed documents for department use.*EXPERIENCE AND EDUCATION*
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
Experience: One year of directly related general clerical experience.
Education: Equivalent to completion of the twelfth grade, including or supplemented by general clerical training.
License or Certificate: Certain positions assigned to this class may require possession of a valid California Driver’s License.
ADDITIONAL QUALIFICATIONS
Certain positions may require bilingual (Spanish) speaking skills. If bilingual skills are required, applicants will be required to take and pass a bilingual (Spanish) exam.
Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
