Job Description : Job Description and Duties

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Under the supervision of the Staff Services Manager I (SSM I), the Office Technician (Typing) performs work that requires extensive knowledge of the PD/EP Branch operations and organization, personnel requirements, travel policies and issues. The incumbent in this position provides liaison support to the public, the Human Resources Transactions Unit, CDFA’s Travel Liaison, Branch employees and officials from other cooperating agencies. Incumbent must be able to establish and maintain effective working relationships with those contacted during the course of the work; work well under pressure, make appropriate decisions and well thought out recommendations, work independently in completing assigned work and meeting required deadlines.

Prepare and process hiring packets for seasonal employees (the Branch hires approximately 100 seasonal employees annually and maintains on average of 600 seasonal and permanent combined staff on payroll).

Prepare and process hiring packets for permanent employees when requested by lead staff and management.

Ensure all hire packages contain all required documents with required signatures following all Human Resources Branch (HRB) forms, guides, and training procedures.

Verify the completeness and accuracy of information within the hiring packages.

Prepare all hiring and separation documents for approval by management.

Coordinate employment, benefit, and promotional documents between the districts, the Branch, and HRB.

Receive Merit Salary Adjustments (MSA) notifications and documentation from HRB, submit to district supervisor for signature, then forward to HRB once approved.

Track the MSA to ensure supervisors return them in a timely manner.

Review all documents for completeness prior to submittal to the HRB.

Prepare and calculate timekeeping documents two times each month.

Provide timekeeping revisions when needed and requested by field offices, HRB, and management.

Assess and initiate appropriate action requests on transaction issues pertaining to employment history and payroll documents.

Provide functional support to district clerical permanent and/or seasonal staff relative to defined areas and responsibilities.

Initiate/coordinate resolution of confidential, difficult, and/or complex issues between the Human Resources staff, headquarters staff, district staff, and Branch employees.

Distribute, coordinate, and ensure completed annual Incompatibility Statement forms are submitted to the appropriate parties.

Distribute, coordinate, and ensure completed annual performance forms are submitted to all appropriate parties.

Working Conditions

The duties of this position are primarily indoors. The incumbent works in an open office space that is in close range to workstations of the other support staff. The office is equipped with telephones, computers with various desktop applications. A printer is located within the immediate workstation area. The office is also equipped with adjustable roller chairs, file bins and cabinets, various desktops of standard height, facsimile machines and copy machines within close range of the open office space.

Regular or recurring telework may occur as part of the incumbent’s ongoing regular schedule in accordance with CDFA’s Telework Policy.

Department Information

The primary responsibilities of the Pest Detection/Emergency Projects Branch (PD/EP) are the early detection and prompt eradication of exotic and invasive pests that threaten Californias agricultural and natural resources. These are accomplished through the operation of a statewide detection trapping program, special detection surveys, execution of pest eradication programs, maintenance of emergency projects response teams, and implementation of environmental monitoring practices. This is provided through a number of general, federal, and industry-funded programs. PD/EP consults with the Primary State Scientists, global subject matter experts (Technical Working Groups), and regulatory agencies (Department of Pesticide Regulation, Office of Environmental Health Hazard Assessment, and CALEPA).

Special Requirements

The position(s) require(s) the ability to type at a minimum speed as designated on the Class Specifications (link available in the additional documentation section). You must obtain a valid typing certificate confirming your ability to meet the minimum typing speed, prior to being hired.
