Regional Government Services and its staff are conducting the recruitment on behalf of the City of Richmond. Police Records Specialists perform specialized, police clerical work such as coding; data entry; checking and filing warrants of arrest; taking fingerprints; and identifying and assisting visitors. When necessary, they perform police matron duties such as searching female prisoners, and providing assistance and information to the public, to victims of crimes and to other public agencies. Other clerical duties including typing correspondence, maintaining logs and files, collecting fines and issuing receipts, and operating office equipment. Must be willing to work all shifts, Saturdays, Sundays and holidays and wear a uniform. Shift work, Saturdays, Sundays, holidays, and some overtime are normal working conditions of this job. A 5% salary differential is paid for the 3:00 p.m. to 11:00 p.m. shift, and 7.5% for the 11:00 p.m.to 7:00 a.m. shift. Successful candidates will be subject to a background investigation, polygraph and medical examination prior to a job offer. The Ideal Candidate Will:

Position Description and Duties

Performs a wide variety of technical and clerical duties to support departmental operations including those related to collecting, indexing, processing, maintaining, retrieving, copying and distributing technical and confidential law enforcement data and information including police reports, citations, warrants, protective orders, and subpoenas.
Enters, maintains and retrieves data, reports, and information into and from a variety of automated law enforcement records systems; such as California Law Enforcement Telecommunications System (CLETS), California Justice Information System (CJIS), National Crime Information Center (NCIC), National Law Enforcement Telecommunications System (NLETS), Records Management System (RMS), and Justice Automated Warrant System (JAWS); and use a Digital Photo Imaging System.
Provides information and responds to questions and concerns from the general public, departmental staff, and other agencies in person and by telephone; responds to public inquiries for information regarding police reports and other matters; ensures that the release of records follow state, federal, and local laws.
Processes various reports, citations, information, warrants, subpoenas, requests and related paperwork to departmental staff, other law enforcement personnel, insurance companies, citizens, and other agencies and organizations
Prepares and processes police reports and related documentation for submittal to the District Attorney’s Office for prosecution.
Reviews police reports for Uniform Crime Reporting (UCR) coding and appropriate crime classifications; may conduct comparative statistical analysis of computer-generated reports to ensure accuracy of information.
Performs general clerical duties including data entry, distributing of mail, filing, and reconciling cash drawer.
Receives fees for services and Richmond bails as well as other outside agencies and disseminates to their specifications.
Fingerprints citizens and prisoners as required under City ordinances; types and processes the necessary fingerprint forms for state and federal law enforcement agencies; and registers and processes newly released felons on parole and probation, and disseminates information to the appropriate divisions of the Department of Justice.

Minimum Qualifications

Knowledge and Abilities: Knowledge of: office practices, procedures, and equipment including computerized equipment; filing methods and procedures; principles and procedures of record keeping; and of proper use of spelling, grammar and punctuation. Ability to: learn the organization, procedures and operation details of a law enforcement agency; learn to perform a full range of specialized police and public safety technical tasks under minimal supervision; learn to correctly interpret and apply the laws, codes, policies and procedures related to the processing of law enforcement documents and information; learn the operation and application of specialized law enforcement automated information and records management systems; accurately code alphabetical and numerical data; maintain accurate records and file; operate a variety of office equipment including computers; type at the minimum rate of 45 net words per minute; perform routine mathematical computations; deal tactfully and effectively with the public, persons in police custody, other law enforcement agencies, department staff, and personnel from public and private agencies; understand and carry out moderately difficult written and oral directions; and communicate clearly and concisely, orally and in writing. Education/Experience: Education: High school graduation or the equivalent. Experience: Two (2) years of full-time clerical experience. DESIRABLE QUALIFICATIONS Bilingual skills; record keeping or non-sworn law enforcement office support experience; data entry experience; experience handling confidential data; experience using CLETS, CJIS, NCIS, NLETS and RMS; and customer service experience. Performance/Interview Skills Assessment – A Performance Skills Assessment may be used to evaluate candidates’ knowledge and skills for the position. The Performance Skills Assessment is tentatively scheduled for April 9th, 2022. Oral Interview Exam – Candidates who pass both the MQ Appraisal and the written assessment will be recommended to Richmond Police Department for the next phase in the selection process, this will be divided into separate phases: pre-investigative questionnaire (PHS) and oral board interviews. Recruitment will be banded into two bands. Band “A” and Band “B”. Candidates placed on Band “A” will be referred to hiring managers.
