The City of Pomona has five (5) immediate vacancies. Under immediate supervision (Public Services Maintenance Worker I), or general supervision (Public Services Maintenance Worker II), to perform a variety of semi-skilled and skilled duties in the maintenance, repair, and construction of City streets or other assigned area; to use and operate manual tools and light and moderately heavy power driven equipment; and to perform a variety of tasks relative to assigned area of responsibility. Assigned areas include: street maintenance, debris removal, homeless encampment, shopping cart retrieval, and stormwater.

The current vacancies are in the following Sections:

Three (3) positions will be assigned to the Streets Maintenance Section and two (2) positions will be assigned to the Homeless Encampment Section. Because this is a Flexible Staffing classification, dependent on the needs of the City, the vacancies may be filled at the Public Services Maintenance Worker I or II level.

MINIMUM QUALIFICATIONS TO APPLY

Minimum Qualifications
:
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities may qualify. A typical way to obtain the knowledge, skills, and abilities would be:

Education and Experience
:

One year of experience performing a variety of maintenance, repair, and construction and equipment operation work.

High school diploma.

License or Certificate
:

Must possess a valid driver’s license.

Must obtain a valid CA Class “B” driver’s license with air brake and tanker endorsement within six (6) months of date of employment.

Knowledge of: Basic methods, techniques, and proper use and maintenance of tools and equipment including the operational characteristics of light and moderately heavy motorized equipment used in the area of responsibility. Environmental and safety standards and regulations when cleaning sites which may include syringes and other hazardous materials. Safe driving principles and practices.
Skill to: Learn to operate a variety of street, maintenance, repair, and construction equipment and tools in a safe and effective manner, including manual tools and pneumatic jackhammer, sandblaster, power grader, asphalt laying machine, mowers, hedge trimmers, blowers, tractors, loaders, and hand and power tools. Perform heavy manual labor for extended periods of time. Operate a motor vehicle safely.
Ability to: Learn, interpret, and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions. Learn occupational hazards and standard safety practices necessary in the areas of responsibility, including traffic control operations. Learn to read, interpret, and apply technical information from manuals, drawings, specifications, layouts, blueprints, and schematics. Perform simple cement and masonry work. Deal tactfully with the public. Operate tools, light and heavy equipment, including front loader, skip loader, dump truck, bobcat, and commercial vacuum trailer. Perform minor or routine maintenance, repairs and/or adjustments to equipment and tools. Understand and follow oral and written instructions. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

ESSENTIAL DUTIES

The following represents essential duties by job assignment. Assignments may be rotated within a Department based on organizational needs.
When assigned to the Street Maintenance Section: Perform semi-skilled and skilled manual work in the maintenance, repair, and construction of City streets; grade, scrape, and level surfaces in preparation for road paving; assist in the repair of curbs, gutters, and manholes and the paving of streets and alleys using pneumatic tools, asphalt rakes, and other hand tools. Remove and replace road surface material and debris; load, transport, and unload stones, gravel, dirt, supplies, and equipment as required. Break up concrete or asphalt, build and set forms, and mix and pour cement for curbs, gutters, drains, culverts, sidewalks, and sidewalk ramps. Fill, patch, and resurface holes, cracks, and service laterals. Place traffic control and warning signs; serve as a flagman; set up lanterns and barricades. Operate tools, equipment, and vehicles; operate heavy equipment including loader, backhoe, and skip loader. Perform preventative maintenance procedures and minor maintenance and adjustments on equipment used. Fill, deliver, and place sand bags for residents.
When assigned to Debris Removal (Solid Waste Section): Pick up scheduled white goods, such as refrigerators, stoves, washer and dryers and other bulky items. Remove illegally dumped material(s) in the public right-of-way, such as alleys, parkways, and sidewalks. Remove abandoned tires, oil, concrete/asphalt and debris from the public right-of-way. Deliver and pickup green waste, recyclable, and refuse containers. Assist Solid Waste Drivers on the rear loader with hand loading scheduled pickups to service the green waste, recyclable and refuse containers on alley routes.
When assigned to Homeless Encampment (Solid Waste Section): Clean-up transient encampments, collect abandoned property, and follow storage protocols. Remove abandoned camps, including clean-up of bio-hazards, human waste, syringes, litter, and other debris; power wash areas that are affected by transient encampments. Complete appropriate records and documentation.
When assigned to Shopping Cart Retrieval: Collect carts abandoned on public right-of-way and deliver to designated site. Track daily number of pickups; complete appropriate records and documentation.
When assigned to Stormwater: Maintain and repair City catch basins, open channels, storm drains, culverts, and other duties related to National Pollutants Discharge Elimination System (NPDES) compliance.
OTHER JOB RELATED DUTIES Perform related duties and responsibilities as assigned.

SPECIAL REQUIREMENTS
:

Essential duties require the following physical skills and work environment: Ability to perform the following physical demands. Ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, climb, push, pull, and lift up to 50 lbs.: work is performed on City streets; exposure to inclement weather conditions, heat, traffic, noise, outdoors, vibration, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations; availability for on-call, stand-by, and emergency call.

The City of Pomona offers the following generous benefit package. Employees in this group serve a 12-month probationary period. The Salary Scale Plan is composed of five steps. Merit step increases are based on meets standards performance.

WORK SCHEDULE: Most employees work a 4/10 work schedule. City Hall Employees work Monday through Thursday, with City Hall being closed every Friday.

Police Department employees work a 4/10 schedule but days off vary according to assignment and seniority.

In order to maintain service to the public, departmental effectiveness, productivity and/or efficiency, a Department Director may assign an employee a different work schedule that is in compliance with the requirements of FLSA with Human Resources approval.

RETIREMENT BENEFITS: Provided by the California Public Employee’s Retirement System. Every regular employee becomes a member immediately upon employment. New employees who become a “new” member of CalPERS for the first time on or after January 1, 2013 will be enrolled in the CalPERS 2% @ 62, FAS 3 Plan. New members will be required to pay at least 50% of the normal cost [Govt. Code Section. 7522030(c)]. However, a new employee who is a “classic” member of CalPERS or a current member of another California public retirement system will be enrolled in the CalPERS 2% @ 60, FAS 3 Plan. Currently, all new PCEA employees shall pay the CalPERS member’s retirement contribution of 6.75%. City of Pomona employees do not contribute into Social Security.

PAID HOLIDAYS: 13 paid holidays & 2 floating holidays are provided per year.

VACATION LEAVE:

1-4 years = 80 hours
5-9 years = 160 hours
10-14 years = 184 hours
15 years = 200 hours
Extending through the 20th year, employee shall accrue 8 hours of additional vacation leave per year with a maximum accrual of 240 hours per year.

SICK LEAVE: 12 days per year (prorated if on any leave without pay). GROUP INSURANCE PROGRAMS are available to eligible City employees. These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances.

HEALTH INSURANCE: $700 per month; cash-in-lieu program available
DENTAL: $75 per month
VISION: Voluntary participation by the employee
125 BENEFIT PLAN CONTRIBUTIONS:

Waiving coverage = $45 per month
Single coverage = $65 per month
Two-party coverage = $525 per month
Family coverage = $825 per month

LONG TERM DISABILITY INSURANCE: 66 2/3 of base salary for a maximum of 2 years after 60 days
LIFE INSURANCE: $30,000 policy plus AD&D

EDUCATIONAL INCENTIVE PLAN available for eligible employees to develop their knowledge and abilities.

TUITION REIMBURSEMENT: $1,500 per year

DEFERRED COMPENSATION: A voluntary deferred compensation 457 plan is available. FLEXIBLE SPENDING ACCOUNTS are available where employees use pre-tax salary to pay for regular child care, adult dependent care and/or medical expenses. CREDIT UNION membership is available to all City employees and provides access to low interest loans.
