The primary function of the position is to provide and coordinate regional planning activities in the North Region. The transportation planning processes and issues are complex and have major influence on the department’s relationships with its customers. This position reports to and advises the Region Engineer and is an active member of the Region Leadership Team. The responsibilities of this position include leveraging funding and creating opportunities for multi-modal transportation activities in the 21-county region area. The position requires a broad understanding of the Michigan Department of Transportation’s (MDOTs) mission, vision, and values, and serves as a major coordination link and avenue of communication between the Region, Transportation Service Centers (TSCs), Central Office, Local Units of Government, Metropolitan Planning Organizations (MPOs), Regional Planning Organizations (RPOs), stakeholder groups, and customers.

Required Education and Experience
Education
Possession of a bachelor’s degree in urban or regional planning, resources development, engineering, statistics, mathematics, geography, economics, or a related field.

Experience
Five years of professional experience equivalent to a Transportation Planner, including three years equivalent to a Transportation Planner P11, two years equivalent to a Transportation Planner 12, or one year equivalent to a Transportation Planning Specialist 13.

The “Salary” listed in this posting is a range and reflects the minimum rate and the maximum rate. New employees typically come in at the minimum rate and their pay will increase in increments upon satisfactory performance.
The official work location of this position will be either the Alpena Transportation Service Center (TSC) located at 1540 Airport Road, Alpena, MI; the North Region Office located at 1088 East M32, Gaylord, MI; or the Traverse City TSC located at 2084 US-31 South, Traverse City, MI.

Leave Time

Full-time employees receive between 15 and 35 vacation days per year. Employees also receive 13 sick days per year and 8 hours of leave to participate in certain school functions or community activities. Employees may also qualify for up to 12 weeks of paid or unpaid leave for certain family or medical situations.

Holidays

State employees receive 12 or 13 scheduled paid holidays each year, including New Year’s Eve, New Year’s Day, Thanksgiving, Christmas Eve, Christmas Day, Memorial Day, and Veterans Day.

Insurance and Other Benefits

Eligible employees can choose from a variety of health insurance plans, including a PPO, HMOs, and a High Deductible Health Plan with HSA (effective January 1, 2021). Other coverage includes vision, dental, life, and long-term disability insurance, as well as tax-deferred Flexible Spending Accounts (FSAs) for health, prescription, dental and vision eligible expenses, dependent care expenses, and Qualified Transportation Fringe Benefits (QTFB). Employees also have the option to purchase additional life, accidental death, and long-term care insurance, auto/home insurance, identify theft protection, and legal services.

Paid Parental Leave

Provides eligible individuals up to 12 weeks of paid leave immediately following birth or adoption of a child.

Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount deducted from their paychecks.

Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match up to 3%. The Office of Retirement Services administers two different retirement plans for State of Michigan employees: Defined Benefit (DB) and Defined Contribution (DC). New hires can also receive up to a 2% employer match into a Personal Healthcare Fund and a lump-sum credit to a tax-deferred account if eligible.
