Job Description : All employees must be fully COVID-19 vaccinated and must be able to

Los Angeles Unified School District (LAUSD) is seeking an
UNEMPLOYMENT CLAIMS COORDINATOR to manage and coordinate
the District’s unemployment insurance benefit claims process and activities. This position administers and participates in the processing
activities of unemployment claims made against the District and
represents the District at hearings.
General direction is received from an administrator and supervision is
exercised over lower-level personnel as assigned.
The ideal candidate for this position will:
1. Possess extensive knowledge of California’s Employment Development Department’s unemployment administrative process, understanding of laws, codes, and regulations, related to unemployment

policies and practices; And the ability to use this technical knowledge
and experience to devise practices which improve efficiencies and the
effectiveness of internal processes and workflow;
2. Possess excellent communication skills, written and verbal,
demonstrating the ability to analyze and logically evaluate individual
claims or rulings and use judgment and tact in recommending or
exercising appropriate action; plus expertise preparing written
arguments, coordinating and supporting the preparation of witnesses,
documentation and represent the agency at unemployment hearings;
3. Have extensive experience planning, organizing and coordinating a
comprehensive unemployment insurance claims process on behalf of a
large public or private organization;
4. Be resilient, have a strong action and results focus and the
demonstrated ability to prioritize multiple time sensitive activities and
projects simultaneously in a high-volume, fast-paced work environment;
5. Have the willingness and ability to travel frequently throughout Los
Angeles and surrounding counties to represent the District before state
administrate law judges;
6. Have the ability to navigate through a complex organization in order to
collect the appropriate information and data to research, interpret and
apply specific rules, laws, bargaining agreements and policies;
7. Possess experience supervising and managing the performance of
staff.
Typical job duties and responsibilities of this position include:

Plans, organizes and supervises the day-to-day activities of the

Unemployment Insurance Benefit Claims Unit.

Prepares written arguments and briefs in support of the District ’s
position.

Coordinates and supports the preparation of witnesses, documentation,

and representation needed for unemployment hearings.

Attends meetings and hearings and represents the District before State

administrative law judges (ALJs).

Reviews notices of unfavorable decisions by the Employment

Development Department (EDD) and administrative law judge (ALJ)

regarding all unemployment claims and makes recommendations as to
whether it would be in the District’s best interest to appeal.

Interfaces with various Human Resource Offices, Personnel

Commission, divisions, offices, and school sites to obtain information and
documentation related to specific unemployment claims and hearings.

Reviews statutory and regulatory changes and court decisions in order

to make recommendations for appropriate administrative response.

Establishes criteria used in the evaluation of claims and oversees

implementation to ensure best practice guidelines are met.

Compiles and analyzes claims data and makes recommendations for

policy, procedural, legal, and rule changes.
Benefits Insurance: Paid premiums for your choice of several medical, dental,
vision, and life insurance plans. Retirement: Membership in the California
Public Employee Retirement System (CalPERS).
Vacation: Two weeks of paid vacation to start. Three weeks after five
years of year-round paid service.
Paid Holidays: Up to 13 days.
Minimum Requirements Education: Graduation from a recognized* college or university,
preferably supplemented by courses in public, business, school
administration, law or related field.
Completion of 60 semester units or equivalent that includes courses in
the above related fields and two (2) additional years of qualifying
experience beyond that required may be substituted for the required
education, provided that graduation from high school or evidence of
equivalent educational proficiency is met.
Experience: Three (3) years of experience performing duties that
required investigating, analyzing and resolving: disciplinary matters and
complaints or unemployment claims.
Work direction or supervisory experience is preferable.
Special: A valid California driver license and the availability of private
transportation or the ability to utilize an alternative method of
transportation.

Note: To verify the education requirement an original diploma or official,

sealed transcript of coursework and high school diploma (if required)
must be presented at the time of the final employment test part.

Candidates who have completed college, university or high school
course work at an institution in a country other than the United States,
must obtain a complete evaluation of foreign transcripts and degrees.

Employment Selection Process The tentative examination plan for this selection process may consist of
two (2) test parts: a Training and Experience (T&E) Evaluation and a
Technical Interview.
