Position : Director of Parks and Recreation

Job Description : The Parks & Recreation Director is responsible for the overall direction and function of the Parks & Recreation Department for the City. This role leads, establishes the vision, plans, and manages the department including recreation programming (classes, programs, events and activities), park improvement projects, and maintenance and operation of all park land to meet current and future recreational needs of Kalamazoo residents. The Parks & Recreation Director assumes direct accountability for all activities of the department including the operation, service, and repair of all municipal parks, public grounds, boulevards and gateways, community pool, Farmers’ Market, Youth Development Center, Station 5 Community Facility, recreational programs and services, customer service, and public relations. Oversees the city’s Special Event process and is active in fundraising. In addition, this position assists the City Administration with the operation of the City and the implementation of initiatives to best serve residents.

Serves as a member of the City Manager’s leadership team ensuring that City Commission, administration and citizen priorities are included in long-range planning.
Provides administrative direction and coordination to all phases of department operations which includes, Youth Development facilities, Kik Pool, Versluis-Dickinson Softball Complex, Mayors’ Riverfront Park, Kalamazoo Farmers’ Market, all parks, municipal golf courses, recreational programming, classes, youth development activities, and special events.
Provides leadership and vision for the department staff and develops short and long-range planning to meet established objectives.
Partners with human resources relative to performance management, progressive discipline, attendance practices, policies, staffing, and terminations; provides positive and constructive training, coaching, and feedback to employees.
Develops and implements detailed spending and revenue plans (operational and capital budgets) and administers the annual budget development process.
Develops the annual financial plan and researches and secures alternative funding sources for the department (grants, partnerships and sponsorships).
Establishes and recommends priorities to provide park and recreational services in an economical and efficient manner.
Leads and assists with fundraising activities that support park improvements and recreation programs/events.
Assists with the development and oversight of the communications, marketing, public relations, and overall image of the department.
Plans and organizes multiple projects and programs using a team approach.
Prepares and responds to written correspondence; memos and reports; discusses community concerns with citizens and groups.
Represents the department at public meetings and media interviews.
Makes frequent presentation to the Kalamazoo City Commission and public.
Serves as the liaison to the Parks and Recreation Advisory Board and serves on the Kalamazoo Friends of Recreation as one of two City Manager designees.
Oversees the special events approval process and assists other departments with special events.
Meets with community groups to develop priorities and actions for parks and recreation programming.
Administers three City-owned municipal golf courses, including oversight of the contractor/operator.
Performs other related duties, as assigned.
Essential Qualifications
Bachelor’s Degree in Recreation, Parks Administration, or Sport Management or similar field with a minimum of eight (8) years of progressive management experience in the field of Parks & Recreation or similar field; or, a Master’s Degree in Recreation and Park Management or Sport Management, Leisure and Tourism or similar field with a minimum of five (5) years of progressive management level experience; or, any equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Certified Parks and Recreational Professional (CPRP) or Certified Parks and Recreation Executive (CPRE) is preferred.
Certified Pool Operator or Aquatic Facility Operator certification is preferred.
Extensive experience, understanding, and exposure to risk management principles.
Understanding of project management and experience developing municipal parks and recreational programming.
Demonstrated experience leading, developing and inspiring a team of professionals.
Demonstrated ability to develop relationships at all levels within an organization and the community, excellent customer service and public relations skills.
Ability to cultivate relationships that help secure sponsorships and grants.
Experience with the operation of municipal golf courses is ideal.
Excellent analytical and problem-solving skills.
Demonstrates a sense of urgency, prioritizes well, shows energy, responds to opportunities, instills urgency in others, and meets deadlines.
Demonstrated experience with Microsoft Office applications.
