Job Description : Job Overview: This position ensures the facility buildings, grounds, equipment, and systems are operational, repaired, and maintained at Montana State Hospital. Responsibilities include oversight of the Maintenance Department to ensure a safe living and working environment for patients and staff; monitoring and providing input into the facility’s long-range building requests and construction occurring at the facility; and providing supervision and direction to all maintenance personnel.

Essential Duties or Responsibilities:
Maintenance Management 65%
Establishes and maintains a preventative maintenance program for the entire facility.
Reviews, develops, revises, and supervises implementation of policies and procedures for maintenance services.
Manages the Maintenance department budget including, but not limited to, department operational/administrative expenditures; personnel expenditures; development and oversight of preventative maintenance budget; and developing proposals for larger budgetary expenditures associated with long term projects and hospital biennial budget planning.
Develops inventory tracking mechanisms, monitors, and maintains and authorizes expenditures for maintenance supplies.
Completes and submits reports as required by various governmental agencies or hospital management.
Collaborates with the Safety Officer to ensure best practices in life, safety, and health requirements are followed.
Ensures OSHA and other regulatory requirements are followed in all areas of the maintenance department, including, but not limited to, safety equipment use and maintenance; preventative maintenance; safety training is up to date for all trades; equipment training is maintained for all trades; and lock out/tag out procedures are followed.
Prepares and submits proposed responses of action to management as required to correct deficiencies cited as a result of inspections by licensing, certifying, and fire safety agencies thus ensuring continued licensure.
Long-Range Planning 15%
Anticipates future building and maintenance needs and develops proposals based on projected population; licensing; and certification requirements; fire/life safety; and other considerations
Ensures most critical building needs are prioritized and presented to designated parties in a professional, knowledgeable, and concise manner.
Monitors and manages all designated long-range building projects under construction at the facility, anticipating problems and opportunities, engaging with outside contractors, collaborating with regulatory compliance entities, and ensure successful completion of projects in a timely, efficient, and effective manner.
Provides supervision and direction to all maintenance personnel 15%
Delegates daily work assignments to all maintenance personnel ensuring all duties are performed as required by directive, within building code, and within best safe practices.
Monitors and provides supervisory oversight to all maintenance staff including, but not limited to, performance management, screening, interviewing, hiring, disciplinary processes, and ensuring required licensure or certification requirements.
Establishes and maintains positive, fair, and effective relations with subordinate employees and peers through oral and written communication.
Other Duties as Assigned 5%
Maintains active role within the hospital senior leadership team.
Provides support to the Hospital Administrator/Chief Operations Officer.
Performs tasks related to executive-level hospital projects and other tasks as directed.
Represents the senior leadership group externally in all matters related to maintenance.
Physical and Environmental Demands: Physical demands may involve prolonged periods of standing, sitting, walking, climbing, squatting, bending, and crawling; lifting supplies weighing up to 70 pounds; twisting; and climbing up and down ladders for extensive periods of time while inspecting facility and reviewing work of subordinate personnel. May experience extreme temperature differences, and may require donning and doffing of safety equipment. May require long hours of work to keep facilities operating during all types of emergencies. Some travel may be required.
Knowledge, Skills and Abilities:

Thorough knowledge of principles and techniques of construction, building maintenance and repair, and building fixture replacement and repair; materials and supplies used in maintenance, and repair and construction.
Thorough knowledge of preparation of plans and specifications for maintenance, repair and construction projects including budgetary planning and tracking.
Thorough knowledge of occupational hazards and safety techniques.
Considerable knowledge of administrative and supervisory practices and techniques.
Efficient and cost effective organizational skills.
Skilled in various building and repair trades such as wiring, plumbing, and carpentry.
Effective oral and written communication skills.
Ability to deal effectively with administrative detail and confidential material.
Ability to maintain effective working relationships with direct reports, peers, other agencies, and the public.
Ability to act with initiative and good judgment.
Ability to plan, coordinate, supervise, and assign work.
Ability follow written and oral instructions explicitly, and to perform accurate and thorough work.
Ability to react quickly and appropriately to emergency situations and to handle a wide variety of emergencies and unusual events.
Ability to write reports.
Ability to operate a personal computer and general office equipment as necessary to complete essential functions, including using spreadsheets, word processing, database, email, internet, and other computer programs.

Qualifications:
Minimum qualifications (Education and Experience):
Education and experience equivalent to a bachelor’s degree in construction, facilities management, business, or a related field.
Four years of job-related work experience such as construction, maintenance, and mechanical system repair, heating systems, plumbing and operations.
Four years of experience overseeing complex and multi-building maintenance departments, including long-term building projects, budgetary maintenance, multi-trade oversight, and regulatory/building code compliance.
Other combinations of education and experience may be considered on a case by case basis.
