This is for two (2) full time , permanent Administrative Specialist 2 positions with some flexibility in work schedule and remote work.
The Administrative Specialist 2 position for the Operations Division is located in Tigard, Oregon. The second (2nd) Administrative Specialist 2 position is for the Oregon Growth and Savings plan and is located in Salem, Oregon.
This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.
These positions are represented by the Service Employees International Union (SEIU).
We serve the people of Oregon by administering public employee benefit trusts to pay the right person, the right benefit, at the right time.
Operations Division
The Operations Division is responsible for providing accurate information and timely customer services to PERS members, including comprehensive retirement plan information and assistance, issue resolution; providing accurate information and timely services to PERS employers including employer education, reporting assistance, compliance, overdue data, and contribution collection and validation; intake and processing of all benefit applications and stand-alone forms before and after retirement; initiating benefit estimates and processing purchases; determining eligibility for withdrawal; approving and denying disability applications; determining beneficiaries for pre- and post-retirement death benefits; reviewing court orders for compliance; calculating, maintaining, and ending all service retirement, disability, divorce, and death benefits for the PERS, OPSRP and IAP retirement programs.
1. Administrative Specialist 2 (Division Process Specialist) – Position Location in Tigard
Provides confidential support to the Operations Divisions management team.
Maintains PERS’ performance measurement program statistics and objectives to achieve the benchmarks defined in Senate Bill 1130 (1993 Oregon Laws, Chapter 724). The position gathers, prepares, presents, manages, and assesses information and makes recommendations to help PERS management identify trends in performance measurement, benefit and cost levels, and generally provides information that is used in PERS’ internal and external communications.
Provide information and assistance to a variety of customers such as PERS members, employers, and PERS staff by phone, in person, by video conference, and in writing. Explain basic program requirements and eligibility. Type correspondence and memoranda. Direct customers to informational pamphlets and brochures and web enabled to appropriate web sites. Send routine or boilerplate letters with accurate information and meeting established service levels.
2. Administrative Specialist 2 Position (Oregon Savings Growth Plan) Located in Salem
Provide administrative, research, analysis and project support to the Program Manager and to the Program Coordinator by serving as the Plan Support Specialist. This position requires a comprehensive understanding of deferred compensation plan structure, regulations, and procedures with a particular emphasis on data collection and analysis, effective process controls, and established procedures.

What Are We Looking For?
Minimum Qualifications
Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations; OR an equivalent combination of training and experience.
One year of postsecondary education may be substituted for up to one year of the experience.

Basic knowledge of research techniques sufficient to collect, analyze, interpret and report data in both a narrative and statistical format.

The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
