Job Description : CLASSIFICATION DETAILS
DEPARTMENT: Emergency Management and Communications
HIRING AUTHORITY: Director
FLSA STATUS: Non-exempt
EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period
CURRENT HOURS AND STARTING TIME: Part-time position (up to 29 hours per week.) The starting time for this position is currently 8:00 a.m.
GENERAL SUMMARY:
Under direction, facilitates the lifecycle planning process necessary to maintain the Homeland Security grant program. Assists the Local Planning Team (LPT) in creating project proposals that support county and regional homeland security efforts. Develops and executes plans for projects in the areas of planning, training, exercises, and equipment acquisition. Ensures all necessary reports and documentation are compiled, including requests for financial reimbursement. Participates in strategic planning efforts related to the prevention of, protection from, mitigation of, response to, and recovery from acts of terrorism or other significant events.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Facilitates the exchange of information between local, county, and regional agencies, private organizations, educational institutions, and first responders related to the county and regional homeland security strategies.
Attends and participates in public meetings and presentations to explain homeland security proposals and ensure program requirements and deadlines are being met.
Attends planning meetings, seminars, and conferences to discuss strategic planning initiatives and federal and state grant requirements.
Provides planning support for the for the county’s obligations as fiduciary for Federal and State Homeland Security and preparedness grants.
Utilizes various local and regional Homeland Security Assessment and Strategy results and the Statewide Homeland Security Strategy (SHSS) to substantiate recommendations for homeland security initiatives.
Analyzes and evaluates homeland security projects in the areas of planning, equipment, training, exercising, and organization.
Meets with program stakeholders to evaluate homeland security project proposals.
Prepares reports and makes specific recommendations concerning the development of homeland security project proposals.
Maintains records and prepares forms, reports and correspondence related to local and regional homeland security efforts, grants, and budgets. Maintains records and inventory of all equipment purchases as they pertain to federal and state grants.
Creates requests for reimbursement of expenditures made under federal and state grant programs.
Prepares, creates and maintains agendas, minutes, bylaws and other documents pertinent to the operation of the Local Planning Team.
Maintains and updates knowledge through conferences, seminars and in-service trainings as determined in consultation with Department leadership.
Performs support tasks of an independent and confidential nature relating to all areas of emergency management/homeland security including prevention, protection, response, recovery and mitigation.
Operates an automobile while performing assigned job duties.
Performs related duties as assigned.
QUALIFICATIONS
Required Education and Experience
Possession of a high school diploma or a certificate of successful completion of the General Educational Development Test
Previous experience in a planning or grant administration capacity
Preferred Education and Experience
An Associate Degree in Emergency Management, Homeland Security, Criminal Justice, Fire Science, Public Administration, or a related field from an accredited college or university
One year of experience in Emergency Management or a related public safety field at the Federal, State, or local level
Preferred Certification or Licensure
Certification as a Professional Emergency Manager (PEM) through the Michigan State Police/Emergency Management Division

Work independently and meet deadlines with limited supervision
Establish and maintain effective working relationships with co-workers, Federal, State and local agencies and the public
Maintain complex clerical records and prepare reports from such records

Effectively speak, write and understand the English language
Effectively speak, write and understand a language other than English is preferred
Understand and carry out oral and/or written instructions
Accurately organize and maintain paper documents and electronic files
