CHILD WELFARE CONSULTANT P11
Enforce all licensing regulations in child caring institutions, child placing agencies, and court operated facilities, and to provide technical assistance and consultation to these programs. Determine good moral character and suitability of applicants. Conduct complaint investigations for child caring institutions, child placing agencies, and court operated facilities. These programs involve all governmentally-operated and all non-governmentally operated children’s institutions and governmental and non-governmentally operated child placing agencies. Additionally, the consultant monitors contract compliance and the Settlement Agreement for the class action lawsuit Dwayne B. v Granholm which added new regulatory monitoring requirements. Take enforcement actions and testify in administrative hearings and circuit court hearings when licensees contest Department actions. Participates in various Department and division initiatives. This position requires travel.
POSITION DESCRIPTION

CHILD WELFARE CONSULTANT 12
The advanced level Child Welfare Consultant with the Division of Child Welfare Licensing functions as a recognized resource responsible for enforcing all licensing regulations as well as all policy and contract requirements in child caring institutions, child placing agencies, and court operated facilities, and to provide expert technical assistance and consultation to these programs, within the assigned geographical region. Determine good moral character and suitability of applicants. Conduct complaint investigations for child caring institutions, child placing agencies, and court operated facilities and coordinates investigations with Child Protective Services. These programs involve all governmentally operated and all non-governmentally operated children’s institutions and governmentally and non-governmentally operated child placing agencies. Additionally, the consultant monitors contract and policy compliance and the Settlement Agreement for the class action lawsuit Dwayne B. vs Granholm which added new regulatory monitoring requirements. The Consultant takes enforcement actions and testifies in administrative hearings and circuit court hearings when licensees contest Department actions. Participates in various Department and division initiatives.

Required Education and Experience
Education
Possession of a master’s degree with a major in social work, psychology, counseling and guidance, child development, criminal justice, family and child ecology, sociology, family community services, or family studies.
Experience
Child Welfare Consultant P11 – Two years of professional supervisory experience in child placement, child residential care, or child welfare social work.

Child Welfare Consultant 12- Three years of professional supervisory experience in child placement, child residential care, or child welfare social work; or, at least 1 year of experience as a Child Welfare Consultant P11 or equivalent.

Position Location/Remote Office: Position is remote however, will travel and support one of the following counties in Saginaw, Genesee, Clinton, Isabella, Macomb, St. Clair, Tuscola, Oakland, and possibly Wayne. Consultants are assigned a demographic region and Saginaw office location for “hotel” work and printing when necessary. Travel frequency will depend on the number of complaints and investigations received for the assigned area; this may be on a daily basis or for a couple of days per week. Selected candidates who have been approved to work remotely or work hybrid must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:
o A secure work location that allows privacy and prevents distractions.
o A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
o Suitable lighting, furniture, and utilities.

As a Condition of Employment: this position requires successful completion of a background investigation and a criminal records check.

Paid Parental Leave

Provides eligible individuals up to 12 weeks of paid leave immediately following birth or adoption of a child.

Deferred Compensation

Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount deducted from their paychecks.

Retirement

Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match up to 3%. The Office of Retirement Services administers two different retirement plans for State of Michigan employees: Defined Benefit (DB) and Defined Contribution (DC). New hires can also receive up to a 2% employer match into a Personal Healthcare Fund and a lump-sum credit to a tax-deferred account if eligible.
