Job Description : The Montana Department of Public Health and Human Services (DPHHS) has an interesting opportunity within the Business and Financial Services Division for a Contracts Officer.

Business & Financial Services Division’s mission is to provide professional services in operational areas critical to the efficient and effective management of the Department.
The Contracts Officer provides oversight of Department contracts from development of solicitations through award of both goods and services. Other responsibilities include planning, organizing, and formulating contract policies, guidelines, and procedures; negotiating cost savings with vendors to obtain the best value of goods and services; and developing and presenting contracting/purchasing database training to agency staff.

Qualifications:
What You Can Offer Us
Knowledge of contract administration activities, bid process, request for proposal (RFP), and invitation for bids (IFB).
Knowledge of accounts payable as it relates to purchasing and cost-benefit analysis.
Knowledge of purchasing goods and services, concepts, and practices.
Strong written and verbal communication skills, including ability to establish and maintain work relationships.
Acute attention to detail, time management skills, and ability to think critically and make sound decisions.
Ability to operate standard office equipment and computer software, including spreadsheets, word processing, and database programs.
Meet minimum qualifications:
Bachelor’s degree in contract management, business, accounting, or related field.
2 years’ professional experience with contract assignments including evaluating invitations for bids and proposals, and professional purchasing experience with both goods and services.
Equivalent combinations of directly related education and experience may be considered.
