Job Description : THE POSITION

Washington County is looking for a highly technical and analytical expert in the field of computer forensics. Our ideal candidate would have some experience working with law enforcement, State statutes and laws, and is certified to industry standards in many applicable certifications required to compete for this position.

Protecting and providing justice to a community are crucial to creating a sense of safety and belonging for all people. In this role, you will use your skills and expertise in Digital Forensic Investigations and accomplish this key mission of supporting Washington County’s vibrant and diverse community. On a typical day you will achieve this by supporting a variety of highly specialized software and technical skills to forensically analyze computers and other digital/data storage devices such as smart phones, tablets, storage devices/drives, and cloud computing systems and applications. The position works cooperatively with a variety of law enforcement, corrections, and criminal prosecution professionals during all phases of any digital analysis and investigation process.

ESSENTIAL JOB DUTIES

MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor’s degree in computer science or related field, AND 1 year prior experience to include digital forensic analysis; OR
Five (5) years’ experience conducting digital forensic analysis AND possession of related industry certifications such as Certified Computer Examiner (CCE), Certified Forensic Computer Examiner (CFCE), Certified Computer Forensic Professional (CCFP) or equivalent.
Additional Licenses, Certificates, Physical Abilities, and Specialty Requirements:

Must pass a comprehensive background investigation.
Must possess a driver’s license valid in the State of Oregon and have an acceptable driving record.
Preferred Experience Includes:
Technical Industry certification is preferred but not required (e.g. Guidance Encase Certification; SANS/Global Information Security forensics Examiner/Analyst, IACIS Forensic Examiner; Cellebrite CCME/CCPA/CCO Certifications; Global Information Assurance Certification’s (GIAC’s) Advanced Smartphone Forensics (GASF); GIAC’s Certified Forensics Examiner (GCFE); Certified Forensic Computer Examiner (CFCE) or similar certifications).

Selection Process:
Week of April 4, 2022: Human Resources will screen applications for the minimum qualifications as outlined above.
Eligible List: Candidates that successfully pass the minimum requalification review will be placed on a list of candidates eligible for interviews.
Conditional Offer of Appointment: Human Resources will conduct a salary analysis for the top candidate and will extend a conditional offer of appointment.
Post-Offer Check: Human Resources will conduct a background check.
Start Date: A start date will be determined after all conditions of employment have been met.

Management, Administrative and Professional Personnel System (MAPPS) – FLSA exempt employees are paid on a salaried basis. The premise of salaried/exempt employment is that established compensation recognizes the time and effort needed to accomplish all assigned job duties. Job responsibilities may require work outside of the employee’s standard work week or a work week in excess of 40 hours.

This position is not represented under a collective bargaining agreement.

Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment. Job share employees are responsible for 50% of the premium. Part-time regular, variable hour, and temporary positions are not eligible for medical, dental, and vision benefits.
