Job Description : OverviewThe Ideal Candidate: The ideal candidate has a strong grasp of governmental accounting and the ability to share and apply that knowledge in an organization with diverse professions. Awareness of recent and upcoming GASB pronouncements and is readiness for the challenge of leading a small team in producing Tigard’s Annual Comprehensive Financial Report is a must. We’re looking for a positive problem solver who is excited to help the city implement its strategic vision and live the city values on a daily basis.Our new Assistant Finance Director will take on a breadth of duties, including balancing the routine of financial processes of the organization with the variety that comes with special projects of a city-wide nature. Ability to see multiple ways to solve an issue, make a recommendation, and effectively communicate the recommendation is highly desirable. The Assistant Director will develop staff, work cooperatively across departments and agencies, and actively participate in the regional and state public finance community.Description: The Assistant Finance Director is a highly skilled position which requires the ability to develop, assess, recommend, and implement government accounting and finance principles to facilitate municipal operations. The position is responsible for the day-to-day financial operations of the city and must be comfortable balancing ownership for the responsibility with delegating the tasks to the city’s Financial Operations team. Successful candidates must be able to work collaboratively with co-workers in Finance, city departments, and regional partners to execute a wide spectrum of projects. We strongly encourage those wanting to work with and serve diverse populations to apply.Please review the* Assistant Finance Director* for additional details about this job.Examples of DutiesThe position directly supervises the manager of the Financial Operations Division (AP, AR, and Payroll) and either the Utility Billing Division or Purchasing and Contracting Division. The Assistant Finance Director is responsible for leading the preparation of the city’s Annual Comprehensive Financial Report, compliance with GASB, and staffs the city’s Audit Committee. The position also supports budget preparation, issuance and management of debt, fund management, and development and accounting of the city’s six year capital improvement program.As currently deployed, example essential functions include:*Assumes management responsibility for Finance programs and activities, including Accounting and Utility Billing.Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the Director.Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates training; works with employees to correct deficiencies; responds to questions and concerns.Serves as a liaison for the Financial Services Department with other City departments, divisions, and outside agencies; attends meetings, as necessary; provides staff support to commissions, committees, and task forces, as necessary; negotiates and resolves significant and controversial issues.Coordinates agenda items for City Council and Audit CommitteeRepresents the Financial Services Department to other City departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities.Monitors changes in laws, regulations, and technology that may affect City or departmental operations; implements policy and procedural changes as required.Assists in managing and participates in the development and administration of the department’s and city-wide annual budgetMinimum QualificationsAny combination of training and experience, which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: *Equivalent to graduation from an accredited four-year college or university with major coursework in finance, economics, budget, accounting, or a related field ANDSix (6) years of management and/or administrative experience in finance, budget, and/or accounting.Licenses and Certifications: Possession of a valid driver’s license with a satisfactory driving history.Although not required, preference will be given to candidates certified as a CPA.Supplemental InformationUnion Representation: This position is not represented by a union.Schedule: Four, 10-hour days (4/10 schedule) Monday-Thursday.
