Job Summary
The Community Development Program Coordinator is responsible for program development and process improvement of the County’s development permitting programs, including community engagement, planning and land use review, floodplain and building programs. This position develops, manages and improves processes, leads and coordinates staff work, and ensures the quality and timeliness of outcomes. This position also processes high-level land use applications, assists the public in understanding development regulations and procedures, and undertakes special projects in consultation with the director. This position works closely with the director to establish and carry out Benton County’s community development mission.

Minimum Qualifications
The following minimum qualifications are required for this position:
Bachelor’s degree in Planning, Geography, Public Administration, Engineering, Environmental Science, Natural Resource Management, Community Development, Law or a related field from an accredited college or university; AND
5 years of professional experience in land use planning, land issues, project planning, or building permits.
An equivalent combination of education and experience may be accepted. Please note candidates must have at least 6 months of actual work experience to be considered as equivalent.

Special Requirements
This position requires driving and may require use of a personal vehicle.
Knowledge of Oregon land use laws, Benton County Development Code, Oregon structural and specialty codes, floodplain regulations, conflict resolution, code compliance.
Working ability with geographic information systems and permit tracking systems.
The Ideal Candidate
Knowledge of and experience working with Oregon’s land use program at the state or local level.
Professional experience working with land use files, building permits, or other related land development and conservation regulations.
Experience working in the fields of engineering, surveying, environmental planning and economics or a closely related professional field.
Experience with professional dispute resolution, consensus-building or other innovative problem-solving skills.
Experience with another public sector community development, planning or building department.
Experience working with public infrastructure or other public investment.

Annual salary range of $61,232 – $82,627.

Choose between a traditional PPO (low deductible) medical plan in which you pay a portion of the monthly premium or an employer-paid (high deductible) medical plan with additional options for an HSA or HRA account
The County funds up to $1400 (available for the high deductible plan only) for the HSA or HRA account
Choose between two dental group plans – MODA or Willamette Dental Plan.
The Vision plan is embedded in the medical plans.
Employer paid Life and AD&D insurance coverage, plus optional supplemental available for employee/spouse.
Employer paid Long Term Disability coverage.
Employer paid retirement contribution towards Oregon PERS.
Deferred Compensation 457b Plan with employer contribution and optional employee contribution.
