Job Description : FOR THE 2022-2023 SCHOOL YEARScappoose School District seeks a caring and experienced counselor and Title I reading teacher to provide high quality instruction for our students, staff, and schools in a 50/50 role in one of our smaller elementary schools. We value teachers who can build positive relationships with students, staff, and families and also serve as effective members of our professional learning community. Located just 20 minutes from downtown Portland, Scappoose School District is a place where you can get to know everyone personally and make a difference in the life of each student.Position requirements:The Counselor will provide guidance to students in the development and implementation of appropriate educational plans. Assist students in dealing with special problems and needs, as well as the development of personal/social behaviors. This person will also provide students with skills to formulate tentative career goals.The Title I teacher promotes and develops successful reading instruction for students and performs related duties in accordance with District policies and terms of the Licensed Collective Bargaining Agreement. The Title I teacher is responsible for group and individual instruction of reading for students who meet state and federal guidelines. The Title I teacher supervises and develops lessons for paraprofessionals and measures student progress.Counselor position responsibilities include:Provide counseling services: Conduct timely individual counseling sessions as requested by students, staff or parents; Make referrals to external agencies or district social worker; Support teachers with social-emotional learning knowledge and materials; Provide group counseling options for designated students; Facilitate communication between student, parent and staff; clarify goals and move toward appropriate solutions; Monitor and evaluate to assure agreements are met; Provide immediate counseling for students in crisis.Provide special services: Provide counseling services for students with disabilities; Communicate with school and community resources as an advocate for students with special needs; Refer students/parents with special needs to appropriate agencies; Inform special need students of alternative sources of education and services; Design and participate in orientation activities, especially at the transition levels and for students transferring into the District.Perform other related duties as assigned by the principal and/or superintendent: Perform duties in accordance with District policy and terms set forth in the negotiated agreement; Assist in the enforcement of school and District rules and policies; Assume a share of the responsibility for non-classroom student activities within the assigned work day.Maintain an ongoing personal program of professional growth and development: Identify and request to attend professional workshop activities intended to increase the teacher’s effectiveness; Participate in District sponsored in service offering appropriate to assignment.Serve as 504 coordinator, developing and maintaing 504 plans in collaboration with parents, staff, nurses, etc.Attend district and elementary counselor meetingsTitle I Reading Teacher responsibilities include:Implement a variety of assessment instruments three times per year to determine eligibility and instructional needs of students in readingProvide a variety of situationally appropriate instructional techniques and methods to promote high levels of achievement in relation to individual abilitiesTrain educational assistants in curriculum and methods of assessmentDemonstrate knowledge of and ability to use research-based principles of effective instruction Organize instruction using learning objectives with clearly defined student outcomesEmploy teaching strategies congruent with planned student outcomesSelect teaching strategies emphasizing student involvementMonitor student learning and pace instruction accordinglyDevelop and maintain a classroom environment conducive to effective student learningCommunicate goals and academic expectations to studentsProvide for the health and safety of students in all instructional settingsPrepare effectively for class with daily lesson plans for self and educational assistantsProvide instruction based on District reading standardsDevelop and communicate appropriate progress grading standards to students, teachers, and familiesDevelop and maintain positive interpersonal relationshipsModel personal behaviors of honesty, fairness, courtesy, and considerationMaintain a cooperative relationship with administration, staff, students, and parentsCommunicate with students, parents, and classified, certified and administrative staffInstruct and direct assigned educational assistants to maximize delivery of instructional servicesProvide timely and accurate feedback/documentation to students and parents of student progressMaintain appropriate records of student performanceKeep parents and teachers informed through written and oral communicationBuild motivation and interest in learningExhibit personal interest and encourage student interest in the subject areaMaintain a current awareness of literature/activities in readingMaintain an ongoing personal program of professional growth and developmentDevelop and implement annually an approved plan for professional growth and developmentIdentify and request to attend professional workshop activities intended to increase the teacher’s instructional effectivenessParticipate in District sponsored inservice offerings appropriate to assignmentAct as an instructional leader in the area of readingCoordinate and develop the Title I program in the school based on guidelines established by the District and state and federal governments. Keep track of any interventions for special education referrals.Collaborate and meet with district RTI team. Run RTI Tier meetings 3 times per year. Lead “Kid Chat” meetings every 6 weeks.Provide information to teachers about best practices in the area of readingAssist classroom teachers in the location and preparation of reading materialsHelp develop inservices and learning opportunities for teachers and educational assistantsPlan activities for Title I parents’ involvement in the schoolCultivate and model a respectful working and learning environmentProvide model lessons on intervention strategies.The qualified candidate will possess valid licenses from TSPC in Oregon as a school counselor and as a reading specialist or be willing to enroll in a program to become qualified within three years of hire. A master’s degree and prior experience is preferred.Scappoose School District believes that every individual makes a significant contribution to our success.
