Department Summary
The Finance and Administration Shared Services Department (FASS) is located within the Finance and Administration portfolio. Finance and Administration is a vibrant and varied portfolio serving all aspects of campus life. Finance and Administration employees perform a wide range of functions including offering essential support to the Universities many departments, providing key resources to employees, and keeping campus safe. FASS provides department level administrative services to groups across the University in three areas: Business Operations, Human Resources and Information Technology.
The mission of the Finance and Administration Shared Service team is to provide professional and timely service, offering our expertise in a wide variety of functions. FASS is committed to providing superior customer service and creating partnerships with clients to ensure their needs are fulfilled to the highest standard.
The FASS unit provides administrative services for 20+ departments across several portfolios including:
Campus Planning and Facilities Management
Safety and Risk Services
Campus Services
University Human Resources
Information Services
Purchasing and Contracting Services
The Office of General Counsel
The Office of the President
The units supported by FASS constitute multiple large business enterprises consisting of more than 900 employees and a total operating budget in excess of $80 million.
The mission of the FASS Budget and Finance group is to provide accurate and timely financial support services, enhancing our clients’ strategic priorities. This client-focused partnership consists of prudent financial guidance and management of fiscal resources. Our aim is to provide a framework that improves communication and information flow, with previously decentralized units. The vision is to develop a service organization that competes with the best in conveying expertise, efficiency, and service quality while creating a conduit for centralized policies and procedures to be quickly and appropriately disseminated to various departments.

Position Summary
Reporting to the Director of FASS Business Operations, the Financial Manager position provides senior management with critical information, recommendations, and trends in support of executive decisions. The Financial Manager provides fiscal operations expertise to its supported units. FASS is staffed by three Financial Managers with primarily split responsibility for the supported units.
The Financial Manager completes their work across a sophisticated accounting structure consisting of one or more service centers, auxiliaries and a large number of accounting indexes, making full, consistent, and accurate use of university accounting policies and regulations, GAAP, and grant support functions. The individual in this position is a principal liaison to the central budget and resource planning and business affairs offices, and to other financial managers across campus, and has primary responsibility over all budget adjustments and unit capital expenditure tracking . The Financial Manager provides comprehensive budgetary reporting and analysis for supported units across the organization, frequently and independently interacting with senior management and program directors. The FASS Financial Managers are also responsible for multiple university wide rates, fine and fees, including the university utility rates, Police Department event support rates, operational labor rates and Parking and Transportation fines and fees. In addition, the individual in this position participates in multiple university procedure development groups, such as the University Budget Managers group and the IDR/Cognos Report working group. The individual in this position may be called upon to act in the capacity of the Associate Director of FASS Business Operations in the Associate Director’s absence.
The Financial Manager has unit level budget authority, overseeing portfolios between $1M and $25M, depending on assigned units. This position also regularly interacts with university senior level management, as well as with external state and federal agencies on behalf of the Director of FASS Business Operations The Financial Manager makes frequent independent decisions in support of senior management decisions. Information and provided analysis must be accurate, timely and appropriate at all times. Ad Hoc priority requests frequently need to be independently vetted, prioritized and triaged. Work is largely independent with frequent direct response to senior management and executives in various parts of the university. Guidelines and procedures are set by the Director of FASS Business Operations, University Policy and State and Federal regulations. This position may supervise additional support staff based on workload.
Minimum Requirements
Bachelor’s degree in Finance, Accounting or a related financial field.
Five years of experience in financial management and analysis.
Five years of experience in accounting.
Three years of experience managing a complex budget with multiple revenue streams or funding sources and multiple supported operations.

Preferred Qualifications
Master’s degree in Finance, Accounting or a related financial field.
Experience creating and setting annual recharge rates.
CPA or PA certificate.
Experience managing multiple budgets in a higher education environment.
Experience with Cognos or other Integrated data reporting systems.
Experience providing professional presentations, memos and communications.
Experience in Facilities Management.
Experience using facilities management software.
