Manager of State & Federal Programs, Charter Authorization & Special Populations

Internal/External
Special populations refer to students that must overcome barriers that may require special consideration and attention to ensure equal opportunity for success in an educational setting.
The broad function of this position is to coordinate and assist in implementing State & Federal Programs for Special Population programs to ensure students of Wayne County Schools and Districts are provided equal access to educational resources and opportunities. Additionally, this role will lead and carry out oversight responsibilities related to authorization & renewal of Wayne RESA Charter Schools.
DUTIES & RESPONSIBILITIES:
Provide leadership, consulting, and coordinate activities related to supporting special populations countywide, including Federal Title I, McKinney-Vento Homeless, neglected and delinquent students, students in foster care, and/or English learners.
Provide leadership, guidance, direction, and assistance toward the planning, development, coordination, evaluation, and research of applicable State and Federal Programs, projects, and grants.
Provide leadership, consultation, and technical support to constituent districts in coordinating and implementing compliant Title I programs.
Lead and carry out oversight responsibilities related to authorization and renewal of Wayne RESA Charter Schools.
Provide leadership, coordinate, and evaluate the overall implementation of the McKinney-Vento Homeless Education Grant on behalf of Wayne County.
Participate in partnership with third-party vendor(s) and community outreach programs access services; Ensure services and support to Wayne County constituent districts and/or homeless students are in alignment with federal grant regulatory guidelines.
Participate as a member of the Wayne County School Justice Partnership Leadership team.
Maintain contact with district and/or building-level homeless contacts and the McKinney-Vento Homeless Education Grant Coordinator in order to identify students at risk of becoming homeless, as well as those who are experiencing homelessness; Communicate the needs of these students, report on outcomes of homeless students served, and report students in the state student database.
Collaborate with district and school leaders/administrators, Special Populations Coordinators, and other staff to prioritize eligible students most in need of support and conduct various activities that support their academic success.
Lead, organize, plan, and conduct professional development sessions, training programs, and conferences for local schools/districts.
Assist with the monitoring of federal programs to ensure that all children have a fair and equal chance to obtain a high-quality education.
Collaborate with state and local constituent districts to ensure they are conforming with the Every Student Succeeds Act (ESSA).
Keep current with State and Federal laws and regulations to support special populations.
Knowledge of current practice and research as it relates to the education of diverse populations, culturally responsive leadership, and equity.
Serve as a member of the service coordination team to provide guidance and maintain systems of support for students requiring special attention to ensure equal opportunities for success in county schools.
Carry out the functions of this position within the direction provided by Wayne RESA mission and goals and Educational Services’ goals and objectives.
Work in collaboration with other Wayne RESA staff to ensure client needs are met in the most efficient and effective manner.
Participate as an active team member in organizational projects.
Effectively utilize technology to complete tasks, communicate, and collaborate with team members, schools, and districts.
Possible monthly travel for statewide meetings.
Regular and predictable attendance.
Perform other duties as assigned.
QUALIFICATIONS:
Education
Master’s degree required
Experience
Minimum of five (5) years of K-12 experience required
Administrative experience required
Special Skills and Training
Possess knowledge of Title I, II, and IV, ESSA Legislation, McKinney-Vento Homeless Assistance Act, and other Guidance and Regulatory practices associated with Special Populations
Demonstrated skill and experience in supporting Special Populations
Demonstrated consultation, training, coaching, and group facilitation skills
Demonstrated ability to integrate technology into professional activities
Demonstrated skills working with diverse populations
Demonstrated problem-solving and team-building skills
Demonstrated ability to meet stringent deadlines
Demonstrated listening, verbal, and written communication skills and presentation skills.
Experience in urban schools preferred
Compensation:
Non-Bargaining salary schedule (Grade 7 – $106,546 – $112,154) and a comprehensive and competitive benefits package including health/dental/vision/life and long-term disability insurance.
