Job Description:
This is a full-time, permanent, classified position which is represented by a union.
The Oregon Health Authority (OHA), Public Health Division (PHD), Program Design and Evaluation Services (PDES) in Portland, OR is recruiting for a Research and Evaluation Analyst to evaluate the statewide legislative investment in the Public Health Modernization program. Program Design and Evaluation Services (PDES) is a unique research and evaluation unit within both the Multnomah County Health Department and the Oregon Public Health Division. The PDES team of experts provides a full range of professional services to design, evaluate, and refine public health programs, and communicates its findings through publications, presentations, and reports.
Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are times that the work will need to be conducted at the primary work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time due to the needs of the business.
What will you do?

As the Research and Evaluation Analyst , you will perform the following duties:
Design methods, procedures, forms, and systems to collect data to evaluate Oregon’s legislatively funded Public Health Modernization program.
Coordinate the collection of new and/or existing quantitative or qualitative data for this moderately complex evaluation.
Conduct analysis of the data, interpret, and summarize results, and make recommendations for state and local decision makers including legislators, the Public Health Advisory Board, and Oregon Health Policy Board.
Make recommendations from the evaluation to inform changes to the public health system and guide future legislative investments in public health modernization.
Study and analyze tables, graphs, charts, and other statistical information from the evaluation data collection and make logical conclusions about the data.
Review narrative and statistical information gathered.
Write narrative summary reports using effective data visualization techniques, including summary graphs and charts explaining the significance of trends for public health accountability metrics.
Create annual reports for the Public Health Advisory Board and the Oregon Health Policy Board to guide future program direction.
Collaborate with the Oregon Modernization Evaluation Advisory Committee and internal evaluation workgroups to design methods and interpret and disseminate results to the Public Health Advisory Board and the Oregon Health Policy Board.
Confer with state and local government personnel, community partners, and other stakeholders on the modernization evaluation plan and its implementation by attending meetings, incorporating feedback from partners in designing methods and data collection tools, and providing technical assistance.

What are we looking for?
Minimum Requirements
A bachelor’s degree which included six quarter units in statistics or quantitative analysis methods and procedures AND one year of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports;
OR
Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
Requested Skills
Preference with be given to applicants with a master’s degree in public health or a related degree and experience in public health research and evaluation.
Experience working with quantitative and qualitative methods for study design, data collection, and analysis from public health research and evaluation projects, including survey data.
Experience interpreting results from analyses and data visualization.
Proficiency in online survey platforms such as survey monkey and Qualtrics.
Proficiency utilizing SPSS or Stata or other statistical software applications.
Experience writing technical narrative summary reports.
Experience in project management preferred.
Experience with survey development, implementation, tracking, and data management and analysis.
Experience conducting interviews and focus groups.
Experience promoting a culturally competent and diverse work environment.
Experience in organizational performance measurement & management.
