Job Description:

The Communications Manager will lead the communications team supporting our five human services program areas. The manager will develop processes, coach team members in a learning environment and implement internal and external communication strategies for the organization to ensure that unified, consistent, and positive messages define and promote the ODHS mission.
Your main duties will include : supervision ; alignment across programs areas ; ensuring program communications are equitable, consistent and creative; establish ing cross – program processes that reinforce consistency and alignment with the overall goals and objectives of the agency ; and provide strategic advice to agency leadership, the Communications Director and the Deputy Communications Director . The ideal candidate will be an excellent communicator, with brilliant leadership and organizational skills.

What you will do:
This position will provide executive communications support to ODHS leaders and functions as a leader within the Communications Unit.
Supervisory Responsibilities : Organize s and assign s work activities and projects . M anage s programs, monitor s workflow, review s and evaluate s work products, methods, and procedures . I nterview s, hires , and trains new staff . Addresses grievances, determining the need for and initiating disciplinary action if necessary .
Media relations and communications planning: Manages the delivery of communications, marketing, and public relations initiatives. Directs and implements earned media, social media, paid media, community outreach and engagement, materials development, and other communications strategies to support strategic communications plans. Provides oversight and counsel to communications officers and agency leaders who respond to media inquiries, serving as media spokesperson as appropriate. Reviews and approves media responses, press releases, and talking points. Prepares communications staff and program leaders for interviews, briefings, and meetings with reporters, newspaper editorial boards, broadcast commentators, and other public forums to help ensure agency leaders b eliver messages effectively.
Working Conditions :
The position is primarily remote but may include occasional meetings in Salem or other Oregon communities.
Maintains 24-hour availability via phone when necessary to respond to news media inquiries and requests from department leadership for communications advice and services.
Position requires the incumbent to work a professional workweek where the hours of work fluctuate on a daily and weekly basis.
Must follow all security protocols and procedures.
Extensive use of the computer, telephone, smartphones, and other technologies.
Is subject to fluctuating workloads and priorities in dealing with highly complex, sensitive and/or political issues.
Frequent contact with the public, partners , ODHS leadership and governor’s office, incidental local and in-state travel is required, and incumbent must have a valid driver’s license or alternate transportation.

What you need to qualify:
Six years of supervision, management, or progressively related experience; OR three years of related experience and a Bachelor’s degree in a related field.
