Special Information:

The office of the Montana Consumer Counsel is a legislative agency, created by the Montana Constitution to represent the interests of utility consumers in proceedings before the Public Service Commission. The office reviews utility filings and presents comments and testimony in the areas of accounting, finance, economics, and law.
Procedures to be used in evaluating applicants’ qualifications may include: an evaluation of the State of Montana Employment Application and the Additional Materials required below, a structured oral interview, and reference checks.
Applicants must be eligible to work in the United States.

The selected applicant may be required to complete a one-year performance appraisal/probationary employment period.

Duties:

Perform analysis of rate applications and other filings submitted by regulated utilities to assess their reasonableness and conformance with applicable ratemaking and legal principles.
Draft questions and review filings related to utility rate applications.
Attend regulatory trainings, meetings, and hearings.
Communicate effectively with utility, regulatory, and consulting personnel regarding utility regulatory issues.
Moderate travel to attend hearings and conferences.

Qualifications:
Competencies:

Ability to review and audit reports, balance sheets, income statements, and other spreadsheets filed by regulated companies.
Familiarity with software used for financial and accounting analysis, such as Excel.
Willingness to travel for purposes of trainings, conferences, and hearings.
Ability to organize and prioritize work within deadlines.
Education/Experience:
A bachelor’s degree, preferably in accounting or finance.
One to three years of work experience, preferably in accounting or finance.
