JOB TITLE: Associate Director of Student Services

GENERAL DUTIES SUMMARY:

Tigard-Tualatin School District seeks to hire a compassionate and dedicated professional who is committed to providing culturally and community responsive student services to our families and students. TTSD strives to center the needs of our most historically marginalized students in our community. This individual will employ an equity lens and engage with educational stakeholders, including students and families with disabilities, BIPOC- Black, Indigenous, LGBTQ2SIA+ communities, and Tribal governments to address recognized challenges related to the disproportionate representation in a variety of areas (i.e. discipline rates, special education identification). Through collaborating with staff, strong family partnerships, community support, prioritizing student voice, and a laser focus on closing the opportunity gaps, TTSD believes we can make transformational changes, and we are actively seeking talented, driven professionals who are energized by improving education systems to better serve students.

This position provides leadership and direction in the development, implementation, and evaluation of Special Education, Health Services, Prevention and Intervention, Guidance and Counseling and Section 504 programs and services. The specific assignments will vary depending on needs of the district:

Special Education, including specialized programs and services
Health Services
Guidance and Counseling Program
Multi-Tiered System of Support (MTSS)
Positive Behavior Intervention Systems (PBIS)
Discipline, Incident Response and Restorative Practices
Response to Intervention (RTI)
Social Emotional Learning Programs, including Trauma Informed Practices & Restorative Practices)

REQUIREMENTS & RESPONSIBILITIES

Provide leadership and technical assistance to implement, and/or improve MTSS systems, including PBIS, across PK-12 schools. Identify and close outcome gaps for students with disabilities and historically underserved students.
Partner with a wide variety of staff, organizations and communities to ensure services are culturally responsive and meet the needs of diverse populations.
Train, support, and guide staff to provide high quality instructional and/or counseling services aligned with the district’s Cultural and Community Responsive Framework.
Ability to engage others in creating a vision and designing and implementing processes to enact the vision.
Act as an instructional leader. Demonstrate knowledge of and ability to use research-based principles of effective instruction.
Evaluate the effectiveness and current reality of existing programs and/or new pilots.
Understand data-based decision making at the individual, group, school and district wide levels.
Ensure staff use progress monitoring measures, assessment and accountability tools for program effectiveness, including Individual Education Plans (IEP) and Behavior Support Plans.
Supervise, evaluate, and support certified and classified program staff in accordance with District and contractual guidelines.
Assure that all state and federal laws, negotiated contracts, board policy and district administrative and school regulations are adhered to by students, staff, parents and community by communicating, interpreting, and implementing laws, policies and rules to all involved.
Coordinate, mentor, train, and coach special educators. Assist with the hiring and supervision of special educators.
Develop and maintain among program staff a strong sense of accountability for student achievement, inclusion and equitable outcomes.
Promote active, genuine partnerships with families in the delivery of services to students and to seek feedback on the effectiveness of our programs.
Understand prevention best practices, and impact of trauma on students & families.
Knowledge of trauma-informed, social-emotional learning, and restorative justice theories, principles, and practices.
Knowledge of racial equity and racial justice, and how systematic oppression relates to violence.
Assume responsibility for other assignments as part of the Student Services department.
Innovative and creative problem-solving abilities, engaging others in decision-making, and willing to assume responsibility for decisions.
Assist the Director in developing budgets and staffing projections.
Develop, coordinate, and provide on-going professional development activities related to student services.
Assist administrators with problem identification and solution, mediate disputes and develop written reports as appropriate.
Assist in oversight of Section 504 Plans, Health Management Plans and Nursing Services.

QUALIFICATIONS

Recent successful experience in public education; district or school administrative experience preferred.
Successful experience and proven outcomes working with students with disabilities and closing opportunity gaps.
Masters degree in educational administration, education leadership, or in education with an emphasis in Special Education or related field.
Valid Oregon administrative license or ability to obtain Oregon administrative license.
Knowledge of state and federal laws pertaining to special education and other student services areas (i.e. discipline).
Working knowledge of current theory, research, and effective practices in the areas of instruction, staff development, student assessment, program evaluation, and school improvement.
Demonstrated ability to communicate clearly and coherently both orally and in writing, to compose professional, understandable documents, and to deliver concise professional presentations to various stakeholder groups.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Limited lifting of objects weighing 15-25 pounds is required
The individual is occasionally exposed to outside weather conditions.
The noise level in the work environment is usually moderate.
The majority of the work day is spent indoors.
Occasional night duty is required for meetings.

WORKING CONDITIONS:

The employee works with groups of staff and on a one-on-one basis. The working conditions are that of a typical office atmosphere and/or school building. Frequent/daily travel between District buildings is required; occasional travel to area Districts or ESDs for meetings and conferences should be anticipated.

Performance of this job will be evaluated in accordance with the provisions in the Agreement between Tigard-Tualatin School District 23J and Association of Tigard-Tualatin Administrators.
