Job Announcement
The City of Coos Bay is soliciting applications for the position of Library Courier Driver. Responsibilities
GENERAL STATEMENT OF DUTIES: To drive the Library District vehicles to provide courier services for libraries throughout the Library District service area; maintain daily courier delivery statistics; and provide limited maintenance and cleaning of vehicles.
SUPERVISION RECEIVED: Works under general supervision of the Extended Services Office (ESO) Administrator who outlines broad policies and reviews work for effectiveness and results obtained.
SUPERVISION EXERCISED: Supervision of other employees is not a normal responsibility of an employee in this class.
TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties. However, these examples do not include all the specific task which an employee may be expected to perform.
Drive the Library District courier vehicles in a safe manner, complying with all applicable federal and state laws, rules, and regulations.
Deliver books, DVD’s, audiobooks, and CD’s, supplies and other library materials throughout Coos County to public and other libraries according to established schedule.
Load and unload department delivery vehicle, using hand truck, crates, and boxes to transport books and materials in a safe and efficient manner.
Place books and supplies in appropriate storage areas and rearrange materials as necessary for delivery.
Perform daily clerical recordkeeping related to Coos County Library Service courier delivery statistics.
Maintain courier vehicles in good working condition, including washing and keeping cab clean and organized. Schedule routine van maintenance, i.e., oil change, tire rotation, and gas. Communicate needed maintenance and repairs to the Administrator of Extended Services.
Perform other related duties as assigned or directed to ensure the efficient operation of the department.
Follow safety procedures and maintain work area in a clean and orderly manner.
Attend meetings, in-service and training sessions as directed.

Qualifications
KNOWLEDGE, SKILLS AND ABILITIES: Individuals must possess the following knowledge, skills and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities.
General knowledge of library practices and procedures. Ability to read and use the English language sufficient to search effectively by author/title/subject in the online public access catalog with or without the use of an interpreter. Basic mathematical skills, including addition and subtraction necessary to keep and tally van delivery statistics as well as using decimals to retrieve books shelved with decimal cutter numbers.
ESSENTIAL FUNCTIONS: Ability to possess a driver’s license valid in the State of Oregon. Required ability to behave in a professional, businesslike manner; exercise good judgment always and interact with internal and external constituencies in a manner that consistently builds positive relationships. Ability to work effectively and sensitively with individuals of diverse cultural backgrounds and perspectives, and abilities. Ability to work independently while exercising judgment during interactions with staff and the public. Ability to maintain confidential and sensitive information using discretion in relating to other staff, employees, and program participants, safeguard confidential and restricted information. Ability to consistently convey a pleasant and helpful attitude by using excellent interpersonal and communication skills to control sometimes stressful and emotional situations. Requires sufficient communication and human relations skills to resolve confrontations and gain cooperation.
EXPERIENCE AND TRAINING: Requires a high school diploma or equivalent. Associate degree preferred. One to two years of related experience. Requires a valid Oregon driver’s license. An individual must be able to maintain confidentiality of all patron information. A breach of confidentiality is grounds for dismissal.
TOOLS AND EQUIPMENT USED: Motor vehicles with lifts, copy and machines, phone, networked personal computers and printers, standard office application software including word processing, spreadsheet and email, alarm systems, book trucks, simple repair tools, glue gun and supplies such as adhesives, marking pens or correction fluid.
Physical Demands
PHYSICAL DEMANDS: The position requires bending, stooping, kneeling, reaching, and walking significant distances between the courier van and libraries. Ability to stand, walk, sit, and continuously perform essential job functions including extensive driving for an eight-hour shift, with two fifteen-minute breaks and one half-hour meal break. Position is subject to climbing in and out of vehicles, sitting and driving for extended periods of time. Also, requires the ability to grasp, lift and carry or move boxes and crates. Must also be able to push/pull loaded dollies and lift and carry library materials and crates unassisted seldom exceeding thirty-five pounds. All individuals are required to be able to perform these movements without a significant risk of injury, with or without accommodation, or to otherwise demonstrate or explain how they can perform the essential functions listed above.
COGNITIVE DEMANDS: The cognitive demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Ability to learn detailed library practices and procedures; ability to communicate effectively in English, both orally and in writing, with staff, volunteers and library users; ability to gather, read, interpret, organize and apply sometimes large volumes of detailed information related to library services; ability to exercise good judgment in interpreting library policies and procedures; ability to make decisions based on pertinent criteria; ability to efficiently plan and organize personal daily tasks and some of the overall activities within the division; ability to use basic math skills in order to carry out tasks such as maintaining records, and recording stats; ability to follow oral and written instructions; ability to sort numerically, using whole numbers and decimals; ability to alphabetize using the English language alphabet; and ability to shift quickly back and forth between mental tasks.
Work Environment
WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Position requires extensive travel and ability to work year-round inside and outside throughout the library district service area. Work involves exposure to variable weather conditions, general driving hazards, vehicle fumes, infectious diseases, and cleaning chemicals. The Courier Driver will frequently be exposed to changing and varying temperatures and weather conditions including severe winter storms and possible road hazards if a weather front suddenly occurs while providing services on the route.
