Special Information:
The employee in this position primarily works in a sedentary office environment with some field work and often under the pressure of multiple deadlines. The employee is required to conduct or attend public meetings, sometimes surrounded by emotionally charged situations. The employee is required to observe and partake in field activities to review and evaluate access and recreation management programs and projects.

Job Duties:
The Access and Landowner Relations Bureau Chief administers and provides policy-level direction and support to headquarters and regional staff in the development and implementation of FWP’s access programs, shooting range development, trail planning, trail and shooting range grant programs, and integrating landowner relations into all aspects of the Parks and Outdoor Recreation Division’s work.
This position is instrumental in helping develop a new vision for FWP’s private land access programs, of which there are more than a dozen, and developing and assessing new access opportunities for all types of recreation, including updating the statewide trails plan. The bureau chief will work closely with the division administrator to guide this visioning effort with staff and numerous stakeholder groups.
The bureau chief administers, facilitates, and is the primary point of contact for the Private Land/Public Wildlife Cot1ncil, the State Trails Advisory Committee, the Off-Highway Vehicle Advisory Committee, and the Snowmobile Advisory Committee. The position is a key liaison with landowners, including other governmental agencies, and the recreating public and provides guidance to programs and staff regarding relations with both and efforts to address their interests and concerns. Effective communication and an interdisciplinary approach to work is critical as this position works closely with other bureaus in the Division, other divisions, and regional staff to serve the recreating public, landowners, and carefully consider habitat conservation, wildlife management, and cultural and heritage resource needs.
Physical and Environmental Demands:
The employee in this position primarily works in a sedentary office environment with some field work, and often under the pressure of multiple deadlines. The employee is required to conduct or attend public meetings, sometimes surrounded by emotionally charged situations. The employee is required to observe and partake in field activities to review and evaluate access and recreation management programs and projects. This may require work in inclement weather, hiking, or traveling over difficult terrain. This field work requires travel by state car or commercial/department aircraft.

Knowledge, Skills, and Abilities:
The position requires the ability to identify problems and seek ways to resolve them with solutions that are appropriate for the given situation. This typically involves sensitivity to political considerations, a cost effectiveness evaluation, and open communication with the individuals or stakeholders involved.
The position requires the ability to discern important issues from the routine and react accordingly in each case. The array of phone calls, e-mail, and contacts requires constant prioritization, delegation, and follow-up to ensure that tasks are accomplished, and the appropriate responses are provided.

Minimum Qualifications (Education and Experience):
Bachelor’s Degree in recreation management, natural resource policy, resource management, public administration, or related field and/or at least 5 years’ experience in developing and administering recreation, natural resource, public administration, access, trail, or landowner relations related programs. Other combinations of education and work experience will be considered on a case-by-case basis.
