In accordance with 38 USC 5901 and 5904, no person may assist a veteran with an initial claim for benefits unless recognized by the U.S. Department of Veterans Affairs (USDVA) Office of General Counsel. This position functions as the recognized resource in the area of preparation, presentation, and prosecution of claims under the laws administered by the USDVA. The MVSO maintains a substantial depth of knowledge of existing and proposed laws, policies, and procedures that relate to the array of available benefits, application processes and eligibility criteria. As the recognized resource this position serves as an advocate for veterans and eligible family members performing case management duties and advising claimants on the various choices or options regarding disability compensation, pension, education and insurance benefits, counseling claimants on which benefit would be the more advantageous selection. The MVSO analyzes and evaluates the acceptability, validity and probative value of evidence received in support of applications and applies specialized knowledge for the purpose of aiding applicants in realizing the maximum receipt of the benefit being sought. The MVSO also has extensive knowledge of laws and regulations administered by the USDVA Board of Veterans Appeals (BVA) and appeals and provides guidance and assistance to appellants throughout the entire appeals process. The MVSO specializes in service provision to incarcerated veterans connecting veterans to benefits contributing to the increase of post-release success. The MVSO at the direction of the State Division Administrator, serves as a liaison to other federal, state and county agencies in matters related to veteran’s services and benefits. The MVSO performs extensive records management activities, identifying, classifying, storing, securing, and tracking of confidential records and correspondence. This position will serve as the recognized resource providing advice and assistance to the Detroit region with a concentration in Macomb County.

Required Education and Experience
Education
Possession of a bachelor’s degree in any major.
Experience
Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.

Leave Time
Full-time employees receive between 15 and 35 vacation days per year. Insurance and Other Benefits
Eligible employees can choose from a variety of health insurance plans, including a PPO, HMOs, and a High Deductible Health Plan with HSA (effective January 1, 2021). Other coverage includes vision, dental, life, and long-term disability insurance, as well as tax-deferred Flexible Spending Accounts (FSAs) for health, prescription, dental and vision eligible expenses, dependent care expenses, and Qualified Transportation Fringe Benefits (QTFB). Employees also have the option to purchase additional life, accidental death, and long-term care insurance, auto/home insurance, identify theft protection, and legal services.
Paid Parental Leave
Provides eligible individuals up to 12 weeks of paid leave immediately following birth or adoption of a child.
Deferred Compensation
Employees may invest income in a tax-deferred retirement investment program. The state offers two optional deferred compensation plans, the 457 and 401(k). Employees decide the amount deducted from their paychecks.
Retirement
Employees receive a minimum 4% state contribution toward their retirement fund. If an employee elects to contribute more, the state will match up to 3%. The Office of Retirement Services administers two different retirement plans for State of Michigan employees: Defined Benefit (DB) and Defined Contribution (DC). New hires can also receive up to a 2% employer match into a Personal Healthcare Fund and a lump-sum credit to a tax-deferred account if eligible.
