Job Description:
Due to the COVID-19 Pandemic, this position will start off fully remote with a possibility of returning to a physical office in the future.
This position is bilingual and requires duties to be done in both English and Spanish, and may receive a 5% bilingual differential pay.

Job Description:
We are seeking a Migrant Education Specialist (Education Program Specialist 2) for the Multilingual and Migrant Education Team . This is a full-time role, Limited Duration position expected to end June 30, 2023; however, the position may be extended pending funding approval. Limited duration appointments are benefits eligible . This is a classified role represented by Service Employees International Union (SEIU).
What you will do!
The primary purpose of this position is to expand the agency’s ability to support students and families who are receiving linguistic, academic, and graduation services under the migrant education program. A core function of this position will be to ensure the agency and migrant programs are calibrated in understanding and advancing evidence-based, culturally and linguistically responsive approaches to serving migrant students and families.
Oregon receives funding from three federal programs, totaling over $70 million in a biennium to support our emergent bilingual and migrant students. Additionally, Oregon has the third-largest migrant education program in the country and over 155 of Oregon’s 197 school districts support our emergent bilingual students. The Migrant Education Specialist will play an essential role in ensuring that Oregon has the necessary resources and structures established to support our districts, schools, and families in meeting the strengths and needs of our migrant students and their families.
The Migrant Education Specialist will have the opportunity to work with Oregon’s migrant communities, Tribes, education partners at the national and local level, and community partners to design equitable opportunities for Oregon’s migrant students. They will facilitate a network of professionals connecting communities, schools, and service providers. A day in the life:
Lead the development of a statewide plan and program for strengthening the family engagement efforts under Title I-C and make recommendations at the state, regional, and district levels to support authentic and culturally responsive family engagement efforts.
Work with migrant education coordinators, members of the migrant education community, and others to lead the statewide parent advisory council.
Coordinate with ODE’s Title I-C Education Specialist to assist all migrant regions in planning and monitoring the implementation of districts’ migrant services.
Provide technical support and training to educators and administrators to ensure that district curricula and linguistic services lead to migrant students’ ability to graduate with an Oregon standard diploma.

What are we looking for?
Bilingual in Spanish and English.
Master’s degree in Education or related field from an accredited college or university and five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.

Expertise in multilingual education, dual language programs, and English language development.
Knowledge of best practices and local, state, and federal programs related to multilingual education.
Demonstrated fluency and strong positive, professional, and comprehensive writing and speaking skills in English and Spanish.
Proven ability to establish effective relationships with a variety of culturally and linguistically diverse education and community partners
Experience providing advice or technical assistance to school districts, Tribes, community groups, or the public.
Demonstrated ability for project management focused on systems level organizational change.

Additional Information:
