Job Description : SUTHERLIN POLICE DEPARTMENT Job description POLICE OFFICE SUPERVISOR INTRODUCTION This classification supervises the non-sworn police staff, performs clerical support services, and is the Executive Assistant to the Chief of Police. This position supervises and manages Records ClerkI and/or II, the Municipal Court Clerk, the Code Enforcement Officer and part-time employees.Duties are varied and are performed within established guidelines and may be delegated as warranted.The Police Office Supervisor serves as a first line supervisor and middle manager, supervising and managing all personnel classified as Records Clerks, Municipal Court Clerks, and Code Enforcement officers; plans and directs the utilization of manpower and resources available through development and maintaining the work schedule and department training needs; is responsible for assisting in the training of all supervised personnel and for their conformance to standards and procedures established within the department.EXAMPLES OF PRINCIPLE DUTIES (Any single position may not be assigned all duties listed, nor do the examples cover all the duties which may be assigned)1. Law Enforcement Data System (LEDS) Lead Person/Representative; assure new employees and all staff is certified, trained and follows all LEDS protocol, validation of warrants and stolen property; prepare department records for audits. Also enter and confirm accurate data into computer files utilizing departmental or LEDS computer systems; specific procedural requirements are followed and accuracy is imperative, i.e. warrants, reports, stolen property, etc. Retrieve data for specific requests and/or monthly and administrative reports. Prepare in appropriate format styles.2. Type forms, letters, departmental reports, statistical reports, or as assigned by the Chief.3. Expunge or seal records on order of the Court. Assemble photo line-ups; research for officers. Submit Security Clearance Background Checks.4. Order supplies, uniforms, and equipment.5. Monitor accounts payable/receivable; issue purchase orders; assign payments to appropriate line items; deals directly with vendors.6. Monitor the expectations and functions of the records department, the municipal court and code enforcements work to be sure performance is consistent, accurate, and completed in a timely manner within the guidelines the department has set.7. Serves as a resource to user personnel and other department personnel in records, municipal court, code enforcement, and the Douglas County Executive Information Services (EIS) report writing system and related functions, as well as the LEDS computer system.8. Assist in developing and implementing new procedures/guidelines that aid in the organization and functionality of the record, municipal court and code enforcement work units.9. Assign duties to supervised personnel.10. Responsible for directing and supervising the activities of assigned personnel.11. Counsel personnel as needed and administer discipline as required by department policy andPosition Description – Police Office Supervisor March 2022 1procedure.12. Complete monthly data submissions to the National Incident Based Reporting System of allPart I and Part II Crimes.13. Relieving the Chief of Police of routine administrative duties as directed, including maintaining departmental records, preparing reports, shift scheduling, professional standards(personnel) investigation, etc.KNOWLEDGE, SKILL AND ABILITY REQUIRED FOR THIS POSITION KNOWLEDGE OFConsiderable knowledge of standard office practices and procedures; basic knowledge of English composition, spelling, and grammar; general record keeping, and a basic knowledge of bookkeeping.Good working knowledge of various computer programs including but not limited to: Word andExcel spreadsheets.SKILL AND ABILITY TODirecting others working toward common goals; fulfill the responsibility of decision-making; identify problems and present solutions. Type rapidly and accurately; use of modern office equipment and machinery; processing information on a computer terminal.ABILITY TOEstablish and maintain records, reports, and statistical data; courteously meet and deal effectively with other employees and the public; supervise multiple employees; deal with and accept hostile verbal comments while maintaining a professional attitude.QUALIFICATIONSMust currently possess LEDS Certification with Oregon State Police, have thorough knowledge of the Oregon Revised Statutes, the Oregon Open Records Law, reporting monthly UCR statistics into the State and Federal Data Bases, monthly submission of LEDS/NCIC Validations, must have five(5) years law enforcement clerical records experience or a satisfactory combination of experience and training that would demonstrate possession of the requirements of this classification.SUPERVISION OF THIS POSITION Work is performed under the supervision of the Chief of Police or designee who assigns work orally or in writing.SUPERVISION EXERCISED: Supervision of Records Clerk(s,) Municipal Court Clerk(s), and Code Enforcement Officer(s) are the normal responsibility of the Police Office Supervisor.COMPENSATION TYPE: SalaryEXEMPTION STATUS: ExemptJOB GRADE: Entry level through Step 4GUIDELINES Work is performed using State and Federal Statutes, City, Sutherlin Police Department Policy Manual and well-defined departmental rules, policies and procedures, handbooks and reference manuals.
