Position : Records Specialist – Astoria Police Department

Job Description : POSITION SUMMARY
This position performs a variety of clerical duties to maintain and process records and forms in support of the police department requiring familiarity with departmental operations, policies, procedures and terminology.
ESSENTIAL FUNCTIONS
Answers routine and technical questions from the general public regarding departmental policies, procedures and services and performs record checks.
Processes and enters officer reports and citations into the computer; prepares follow-up folders; prepares letters and memos providing or requesting routine departmental information; prepares minutes of meetings.
Prepares Discovery requests from District Attorney and Court.
Prepares Oregon National Incident Based System Reports (ONIBRS)summary reports and monthly activity reports.
Receipts money received for municipal court for bails, fines and other fees. Maintains petty cash fund and cash deposits.
Serves subpoenas on officers in person and civilians by mail.
Answers phones in Support Services Unit, directs calls and takes messages.
Assists with general cleaning of common areas and high touch surfaces throughout the day in line with COVID-19 protocols.
Other duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES
Considerable knowledge of different filing systems, including alphabetical, numerical and chronological; business English, spelling and punctuation and general office practices and procedures.
Considerable knowledge of the operation of a computer, word processing, data entry, copiers, fax, video recorder and player. Working knowledge of Microsoft Office Word, Excel, Outlook and Access.
Ability to multitask, organize, file and retrieve materials and documents; maintain confidentiality; deal with the public courteously and tactfully; establish priorities and organize own workload; retrieve data from records and arrange it for reporting purposes; deal effectively with frequent interruptions; prioritize, delegate and evaluate the work of others.
Ability to make decisions based on factual data, organize, communicate and present ideas clearly and concisely, both verbally and written.
Ability to deal with the public, co-workers, and representatives of other public agencies using courtesy, tact and good judgment and work as a member of a customer service oriented team
Ability to maintain confidentiality. (Failure to maintain confidentiality may lead to discipline up to and including termination and possible related criminal charges)
MINIMUM QUALIFICATIONS
Ability to perform essential job duties with or without reasonable accommodation.
High school graduation or equivalency;
Two years of clerical/administrative experience; or any equivalent combination of education, experience and training which demonstrates the knowledge, skills and abilities to perform the described duties.

DESIRABLE QUALIFICATIONS
Some knowledge of the operation, policies and procedures and terminology of law enforcement.
ADDITIONAL REQUIREMENTS
Required to wear a uniform and maintain a professional appearance.
Police Department employees hired after December 1, 1996 must refrain from the use of tobacco products while on duty. This is a condition of employment.
This position includes exposure to offensive, sensitive and sexually explicit documents, audio, and photographs.
Candidates must successfully pass a comprehensive background check post-job offer.
WORK ENVIRONMENT
Work is performed primarily in an office setting during regular business hours. Number of hours may be increased during periods of heavy workloads or to cover vacations. Attention to detail, neatness and accuracy are important, as is ability to work independently.
Must be able to use all standard office equipment and be able to sit and use computer for up to two hours at a time. Work includes frequent interruptions by phones and walk-ins.
