Job Description : DescriptionThe Jefferson County Assessor’s Office is seeking a qualified individual for the position of GIS Cadastral Cartography Tech to join our team$1,500 recruitment bonus offered!This posting is open until filled. Next review is 3/31/22.SummaryThe GIS Cadastral Cartography Tech assists the Cadastral Cartographer in creating and maintaining a representation of Computer Assisted Mass Appraisal (CAMA) data in GIS format. This position supports the Assessor’s Office internal business needs for tax assessor maps, deed processing, and the provision of needed maps and analysis as well as supports over-the-counter requests from public and private entities for digital and hard copy GIS products.Distinguishing CharacteristicsWorking under the direct supervision of the County Assessor and guidance of the GIS Coordinator, the GIS Cadastral Cartography Tech will review surveys against County standards, and industry best practices. This position will participate in the State of Oregon’s ORmap Project to keep abreast of changes in state standards and the implementation of new cadastral mapping technologies. Also, the position will demonstrate a working knowledge of CAMA systems, as well as familiarity with GIS datasets germane to tax assessment. Furthermore, the GIS Cadastral Cartography Tech will assist in ownership discrepancies by performing deed and title searches to verify ownership. This position will also process land transactions through the CAMA system. The GIS Cadastral Cartography Tech will also assist in satisfying demand for hard copy maps and the visualization of both spatial and non-spatial data.Essential DutiesEssential Duties and Responsibilities*Process various recorded legal documents concerning real and personal propertyCreate a wide variety of digital and hard copy map productsUpdate easements, surveys, etc. on cadastral dataPerform review of cadastral cartography projectsUpdate existing GIS dataPerform quality control and quality assessmentReview surveys and provide feedback to the County SurveyorEnsure GIS cadastral data conforms to the ORmap Data Standards ExchangeProvide quality customer service which supports the overall function of the Assessor’s Office and Jefferson CountyOther duties as assignedQualificationsQualificationsKnowledge and SkillsA working knowledge of ESRI applications and cartography principles. Familiarity with computer applications, hardware, and networks. Proficiency in querying CAMA systems. Basic troubleshooting problem solving skills and techniques. Ability to assemble/standardize datasets, identify patterns, and interpret findings. Skillful in public service interactions and providing accurate and verifiable information pertaining to property and associated transactions. Advanced knowledge of Assessor’s Office workflows, data, and internal business needs. Ability to traverse a legal description, assess ownership, and follow deed history.AbilitiesEstablish and maintain effective working relationships with staff and those contacted in the course of business. Excellent verbal and written communication skills. Uses professional conduct with County employees, clients, and members of the public. Ability to read and interpret legal descriptions. Ability to discern chain of title from recorded documents. Gives meticulous attention to detail. Can perform routine tasks, continuously with accuracy and precision. Ability to set and meet departmental and project goals. Ability to prioritize work, follow timelines and meet deadlines.Physical AbilitiesAbility to work at a computer screen for extended periods of time. Ability to have rapid finger, hand and arm movement for extended periods of time. Performs repetitive motion such as using a computer keyboard. Ability to lift up to 50 lbs for short periods of time. Ability to operate a motor vehicle. May be subject to post offer physical capacity testing based on elements of this job description.Education and ExperienceExperience working in County assessment or a related field and familiarity with geographic information systems.Licenses and CertificatesA valid Oregon Driver’s License with an acceptable driving record.Working ConditionsWork is performed indoors and outdoors where some safety considerations exist from physical labor and handling of light-to-medium weight.Probationary RequirementThis position is based on the successful completion of a nine-month probationary period and may be extended.Supplemental InformationFirst Review Date: February 15, 2022Job Type: Full-time
