Job Description : JOB DESCRIPTION TITLE: Director of Youth Services DEPARTMENT: 19th Judicial Circuit REPORTS TO: Chief Circuit Court Judge and Director of Family Services/Chief Referee PAY GRADE: SUMMARY Under the direction of the Chief Circuit Court Judge, and Director of Family Services/ChiefReferee, directs the day-to-day judicial and administrative activities of the Family Division of theCircuit Court, Juvenile Section. Plans, develops and implements programs to meet the needs of delinquent clients and their families. Develops policies to maintain Court compliance with statutes and court rules. Presides as Referee in delinquency cases at the preliminary inquiry stage. Does all intake work for each new case to assess needs of individuals and families in regard to potential Court intervention. Prepares dispositional recommendations in delinquency cases. Prepares annual Child Care Fund budget and continuously monitors expenditures and revenues, and reports to Circuit Judge any surpluses or shortfalls.REQUIRED KNOWLEDGE, SKILLS AND ABILITIES Requirements include the following:Bachelor’s Degree in social work, psychology, sociology, criminal justice, counseling, or related field and five years of progressively more responsible supervisory responsibility and case work experience with delinquent juveniles.The County, at its discretion, may consider an alternative combination of formal education and work experience.Certification by the Michigan Judicial Institute within two years of hire.Michigan Vehicle Operator’s License.Thorough knowledge of the professional public management techniques involved in1budgeting, personnel administration and resource management, and the ability to identify and implement new best practices.Thorough knowledge of the principles and practices of State of Michigan juvenile law, juvenile welfare and development, social work and counseling.Advanced knowledge of the juvenile justice system programs and practices, counseling juveniles, working with at-risk juveniles and families, managing juvenile case and petition files, creating and implementing treatments plans for juveniles and applicable local, state, and federal laws, rules, and regulations.Skill in assembling and analyzing data, and preparing comprehensive and accurate reports.Skill in effectively communicating ideas and concepts orally and in writing.Skill in accounting and budgeting sufficient to manage major portions of the Child CareFund.Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, the courts and elected officials, juveniles and parents and the public.Skill in the use of office equipment and technology, including Microsoft Suite applications and court software and the ability to master new technologies.Ability to respond to emergencies or service needs on a 24-hour basis.ESSENTIAL DUTIES AND RESPONSIBILITIES This list may not be inclusive of the total scope of job functions to be performed. Supervises all assigned staff and is responsible for the personnel and employee relations function, including participation in hiring decisions, training, and reviewing performance.Assigns cases to workers and monitors progress of cases. Gives In-home Caseworkers training and guidance as needed.2. Keeps updated on changes in statutes, court rules and case precedents concerning theFamily Division of Circuit Court to ensure that the Court is in compliance.3. Establishes procedures for the proper care, custody and control of youth under the jurisdiction of the Court and oversees intake, preliminary hearings/inquiries, in-home care and Basic Grant Programs, and probation supervision. Coordinates all departmental2operations, services and programs to minimize duplication and meet program goals.Reviews Court procedures, policies and operations and recommends modifications to theChief Circuit Court Judge as appropriate.4. Serves on-call to receive calls from law enforcement and the Family IndependenceAgency protective services. Issues directives, organizes placements, arranges transportation, and holds hearings as necessary. Covers Caseworker assignments when they are on vacation or sick.5. Responsible for the administrative functions of the Court, includes drafting the ChildCare Fund budgets for the County and State, making budget presentations and administering approved budget. Monitors and signs all vouchers. Monitors current status of each budget item. Oversees and participates in the Child Care Fund accounting.6. Responsible for the intake process of the Court, including the assessment of risk presented by youth.7. Reviews complex matters with Caseworkers and assists in the proper application of laws,Court rules and policies.8. Serves as liaison with other courts, human service agencies, schools, law enforcement and others.9. Actively participates in regional and state-wide Juvenile Officer, Court Administrator, and Referee associations.10. Oversees the development and implementation of programs designed to prevent, intervene and divert delinquent behavior and meet the changing needs of juveniles and their families referred to the Court.11. Responds to inquiries and requests from clients, attorneys, agencies and others providing information about the Court and its policies, addressing concerns and addressing and resolving complaints. Speaks to community groups regarding Court services.12. Defines management information requirements and oversees the collection, compilation and analysis of statistical data. Prepares or directs the preparation of reports on FamilyDivision services, including statistical reports on placements, grant reports and other reports as required.13. Creates partnerships with community agencies for the advancement of youth programs.14. Keeps abreast of professional developments, new administrative techniques, and current issues through continued education and professional growth. Attends conferences, workshops and seminars as appropriate.15. Accommodation will be made, as needed, for employees required to lift or move objects that exceed this weight.WORKING ENVIRONMENT While performing the duties of this job, the employee regularly works both in the office and at other work sites, regularly travels between work sites using a motor vehicle. Though applicable safety procedures are documented and utilized, the incumbent may be exposed to unsanitary or unhygienic materials, individuals, and situations in the course of performing required duties. The employee may occasionally be exposed to outside weather conditions and confrontational situations.
