Job Description:
Remote work or a hybrid of remote/office will be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.
This position is bilingual and requires duties to be done in both English and Spanish, and may receive a 5% bilingual differential pay.
We are currently seeking a Multilingual and Migrant Education Program Coordinator (Program Analyst 4) in our Office of Teaching, Learning and Assessment at the Oregon Department of Education . This is a full-time, limited duration position scheduled to end June 30, 2023, however, may be extended pending funding approval. Limited duration appointments are benefits eligible.

What you will do !
Oregon receives funding from three federal programs, totaling over $70 million in a biennium to support our emergent bilingual and migrant students. Additionally, Oregon has the third largest migrant education program in the country and over 155 of Oregon’s 197 school districts support our emergent bilingual students.
As our Multilingual and Migrant Education Program Coordinator, you will establish state policy and direction for the State’s multilingual education program, including developing frameworks, policies, administrative rules, and guidance to develop multilingual pathways for students; this includes overseeing funds for programs and services that support students who are multilingual, and monitoring and guiding Oregon school districts that receive federal funding to support students who are multilingual and those who participate in migrant education programs.
You will play an essential role in ensuring that Oregon has the necessary resources and structures established to support our districts, schools, and families in meeting the strengths and needs of our emergent bilingual students, migrant students, and their families. You will have the opportunity to work with Oregon’s multilingual and migrant communities, Tribes, education partners at the national and local level, and community partners to design equitable opportunities for Oregon’s multilingual and migrant students. You will facilitate a network of professionals connecting communities, schools, and service providers. What are we looking for?
A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience coordinating or administering a program; OR any combination of experience or education equivalent to eight years working with migrant and multilingual student populations.
Candidates who are the most competitive will possess the following skills:
Education experience with migrant and multilingual student populations
Experience providing advice or technical assistance to school districts, Tribes, community groups or public
Knowledge of federal and state general fiscal accountability practices and monitoring
Ability to establish effective relationships with a variety of culturally and linguistically diverse partners and community groups
Ability to take broad concepts and convert them to guidance and direction
Demonstrated ability for project management focused on systems level organizational change.
Strong comprehensive writing and speaking skills in Spanish and English

Additional Information
Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
