The Intergovernmental Human Services Bureau (IHSB) manages over 13 safety net programs that are targeted to alleviate poverty and strengthen communities. Through partnerships with local human service and community action agencies, services such as energy assistance, weatherization, housing assistance, and food distribution improve the lives of community members and promote self-sufficiency for individuals and families.
The Energy & Community Services section administers state and federal policies and regulations to determine eligibility for and provide assistance to the Low Income Home Energy Assistance Program (LIHEAP), the Low Income Home Water Assistance Program (LIHWAP) and the Weatherization (WX) program.

Qualifications:
This position is primarily focused on the Weatherization Program activities.
Below are more detailed job duties:
Interprets and provides oversight, training, and technical assistance to subrecipients regarding program policies, state and federal rules and regulations governing program activities including eligibility, administration, materials installation.
Researches and resolves questions and disputes related to policies associated with statewide implementation of Weatherization, LIEAP, Emergency Solutions, and Community Services Block Grant programs and privately and federally funded weatherization programs.
Reviews subrecipients’ monthly expenditures.
Conducts desk and on-site evaluations of the LIHEAP, Weatherization, CSBG, and ESG activities to ensure subrecipients’ compliance with federal, state, and utility company rules, regulations and policies.
Evaluates subrecipients’ program performance to provide training and technical assistance as needed and develops corrective action plans to address significant deficiencies.
Monitors and inspects subrecipients’ weatherization installations, including verifying all energy measures meet program regulations and standards.
Tracks, maintains, and analyzes program and subrecipient data.
Physical and Environmental Demands: The majority of the work is in a typical office setting; however, the position is subject to in-state travel of about 300 miles per month. This position conducts site visits (up to 25% of the time), and works at personal residences, which includes performing physical requirements such as climbing ladders and stairs, kneeling and crawling in tight and low-ceiling space (confined spaces), extreme temperatures, hazardous materials, and working while wearing safety equipment such as eye protection and a respirator.
The Department provides applicants with opportunities to attend and complete Building Science and Weatherization-specific training through the Montana Weatherization Training center (WTC) which can allow the individual to become certified as a Weatherization Professional through the Building Performance Institute (BPI) certification process. These certifications are very helpful for those seeking a career in Weatherization.

Meet Minimum Qualifications:
Bachelor’s degree in public administration, business, building construction/management, or related field.
Two years of job-related work experience in human service programs, grant/contract management, program monitoring, or related program management.
Other combinations of education, experience, and training which provides the required knowledge, skills, and abilities may be considered on a case-by-case basis.
Previous weatherization, construction and grant-funded programmatic experience is a plus
