Job Description : Work Unit Overview:
The Forestry Division of the Department of Natural Resources and Conservation (DNRC) ensures the sustainability of Montana forests, rural lands, and communities through cooperative wildland fire protection and sound forest management practices; protects the state’s natural resources from wildfire, insect pests, and disease; sustains or improves the natural resources of private forestland for the good of all Montanans; promotes and supports conservation practices on all lands in Montana; enforces the State’s forest practices laws in a manner that is both fair and consistent to all parties and that complies with the intent of the legislation; and encourages the maintenance, planting, and management of trees and shrubs in Montana communities. The Division consists of the Fire Protection Bureau, the Forestry Assistance Bureau, the Forestry Division Business Office, and six area offices located throughout the state.
It is the mission of the DNRC Fire Protection Program to protect lives, property, and natural resources from wildfire by providing safe and effective services to Montana’s citizens as well as leadership, coordination and resources to the State’s wildfire organizations. The DNRC carries out a unified fire protection program spanning the state of Montana. The Department implements that program in two major ways; by directly protecting approximately 5.5 million acres of state, private and federal land, and by protecting approximately 45 million acres of state and private land via State/County Cooperative (County Coop) protection.
The DNRC Fire Protection mission requires a robust approach to community preparedness and fire prevention enabling wildland fire protection activities across the state of Montana and actualizing a commitment to achieving a well-rounded fire protection program that, to the extent we can while redeeming our statutory mandates, embraces the three tenets of the National Cohesive Wildland Fire Management Strategy: effective wildfire response, fire adapted communities, and resilient landscapes. Our Fire Protection Program incorporates, as critical components, community preparedness, homeowner risk reduction, and fire prevention, as well as prescribed fire and hazardous fuels reduction. We deliberately engage Montana’s citizens to prepare themselves, their property and their communities for wildfire. It is through the Community Preparedness and Fire Prevention Program that the Department’s aspirations in these areas become reality.
The Northeastern Land Office (NELO), one of six DNRC land offices in the State, encompasses all or part of thirteen counties in Northeastern Montana: Golden Valley, Wheatland, Petroleum, Fergus, Judith Basin, Chouteau, Hill, Blaine, Phillips, Valley, Roosevelt, Daniels, and Sheridan Within those counties, NELO manages approximately 1.7 million acres of State trust lands. The NELO has headquarters in Lewistown and includes one Unit office (Glasgow) and one Field office (Havre). Multiple communities including Ryegate, Lavina, Harlowton, Winnett, Lewistown, Hobson, Stanford, Geyser, Fort Benton, Big Sandy, Box Elder, Havre, Chinook, Harlem, Malta, Glasgow, Wolf Point, Culbertson, Plentywood, and Scobey all lie within the land office. Through the County Cooperative Fire Management Program, NELO is responsible for providing assistance to the counties with fire training, equipment, suppression assistance, organizational support, and wildfire prevention, education, and outreach on approximately 24 million acres of diverse lands including agricultural, timber, and tribal ( Rocky Boy Agency, Fort Belknap Agency, and Fort Peck Agency) that contain some complex and high value Wildland Urban Interface (WUI) lands.
Position Overview
The CPFP Specialist primarily focuses on leading the development and implementation, with Unit personnel, of a land office-wide comprehensive program for community preparedness, fire prevention, fire information, public outreach, and forestry assistance supporting both the current operational needs and the strategic initiatives of the Fire Protection Program and the Forestry Division within the Northeastern Land Office operating area. Areas of emphasis include fostering fire adapted communities and promoting community preparedness, reducing human caused fires, supporting NELO efforts to create and maintain resilient landscapes using prescribed fire and hazardous fuels reduction, providing fire information, and educating the public. The CPFP Specialist works under general supervision of the NELO Area Fire Management Officer. The incumbent may supervise interns, seasonal employees, and temporary workers, and may be required to supervise additional personnel while functioning in an ICS position or support role during emergency situations and during special projects as assigned. Work assignments are covered by established policies and general program objectives; and the incumbent is responsible for determining the methods and techniques necessary to carry out their assigned responsibilities.
The CPFP Specialist serves as the principal subject matter expert and point of contact at NELO regarding matters pertaining to community preparedness, fire prevention, fire information, and public outreach. The incumbent serves both as an internal resource to DNRC personnel and to key DNRC partners in local, state, tribal, and federal government. On a daily basis, the CPFP Specialist works to build and maintain the capacity of the DNRC Fire Protection Program and cooperating partners by leading and managing a comprehensive and coordinated system of fire prevention, community preparedness, and fire Information and by providing technical assistance to DNRC personnel who support the DNRC Fire Protection mission and affiliated programs of the Forestry Division. The CPFP Specialist serves as a key member of the NELO Area Fire Management staff and as a principal member of the Fire Protection Bureau’s Community Preparedness and Fire Prevention Committee (CPFPC) under the Fire Advisory Council (FAC). The incumbent contributes substantially to ongoing and sustained effort to strategically lead and manage the DNRC Fire Protection Program at NELO.
The incumbent must perform a variety of other professional and administrative tasks in support of NELO, as assigned by the supervisor. This may include representing the agency at meetings and conferences, coordinating and directing special projects, and attending training and/or continuing education as required. These professional and administrative tasks require general knowledge of the National Cohesive Wildland Fire Management Strategy, the DNRC Fire Protection Program Strategy, and other areas related to overall missions of the Fire Protection Program, the Forestry Division, and the Department.
Relationships building is a function critical to the success of this position. The incumbent establishes and maintains effective working relationships with NELO Area and Unit staff, other land offices, interagency partners, dispatch centers, and local government. Maintains daily communication with the Area FMO and AAFMO regarding current issues, projects and operations.

Qualifications:
Qualifications – External
Minimum Qualifications (Education and Experience): List the required education and experience required for the first day of work, including alternative methods of acquiring minimum qualifications.
A bachelor’s degree with major study in communications, forestry, natural resources or a related field.
Four (4) years of progressively responsible experience, including communications, education, fire prevention, community preparedness, training and program management.
A combinations of education or experience may be substituted.
The incumbent must be able to attain and maintain National Wildfire Coordinating Group (NWCG) qualification/certification as a Fire Prevention Education Team Member (PETM), Fire Prevention Education Team Leader (PETL), and Public Information Officer (PIOF.) This position requires annual completion of an arduous Wildland Fire Work Capacity Test, which includes walking three miles over level ground, with a 45lb. pack in no more than 45 minutes.
Required knowledge, skills, and abilities:
This position requires advanced professional and technical knowledge of communication, fire and fuels management, wildland fire prevention, and community preparedness. The position requires extensive knowledge of public information; program management and administration; and contract and grant administration. The position requires skill in written and verbal communication, as well as public information, education, and outreach. The incumbent must have demonstrated ability to clearly and effectively communicate complex information pertaining to wildland fire prevention and community preparedness programs, procedures, activities, and operations. The position also requires a working knowledge of Forestry Division and DNRC policies and practices; strategic planning; research principles and practices; budget development and monitoring; and the Incident Command System. The responsibilities of this position require the ability to supervise, coordinate, and direct the work of technical, professional, and clerical personnel within the Department and from cooperating Federal, State and private entities; understand and apply Department policy; make sound decisions; train, direct, motivate, and lead others effectively; maintain effective working relationships; achieve work plan objectives through others; apply general management concepts such as goal-setting and work planning; and develop and administer a variety of functions concurrently.
Special Information: Candidates must be eligible to work in the United States. A valid driver’s license is required with less than 12 conviction points in the most recent completed 36 months.
Eligibility to Work: In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States. Examples of such documentation include a birth certificate or Social Security card along with a driver’s license or other picture I.D., or a U.S. passport, or a “green card”.
