In the Chief Human Resource Office (CHRO) we provide enterprise-wide leadership necessary to attract and retain a world class workforce for the state of Oregon. What you will do
Act as a subject matter expert by developing recommendations and proposals on statewide labor relations policies, objectives and strategies for achieving bargained resolutions to complex agency issues.
Utilize your analytical skills to interpret statewide union, employer proposals for economic impact and costing labor agreements.
Employ your keen ability to collaborate with agencies in implementing their approved collective bargaining agreements.
Act as a liaison for the agency to media inquiries regarding the status of negotiations.
Meet and consult with a diverse array of stakeholders from agency heads to union representatives in determining facts of filed grievances.
Apply your honed mediation skills to bargaining, investigations or other potentially tense situations where you will work to achieve mutually shared outcomes.
Highlight your ability to develop and conduct training on a variety of topics related to labor and employee relations and contract administration.

What We Are Looking For
Five years of progressively responsible labor relations experience. Experience must have included acting in the role of chief negotiator, administering labor contracts, arbitrating grievances, fact-finding and human resource consultation.
A Master’s degree in Labor Relations, Industrial Relations, Human Resources Management, Business or Public Administration, Economics or a closely related field can substitute for one year of experience.

Exceptional analytical, problem solving, customer service, and troubleshooting skills
Time management and prioritization skills with the ability to meet deadlines with competing interests
The ability to complete tasks and projects with a high attention to detail
The ability to work independently without constant supervision, as well as collaboratively as a team member
Experience working collaboratively within a team with the ability to rapidly identify issues and propose appropriate solutions
