Pay Range: $25.3693/hr – $37.8397/hr
Job Status: Regular Full-Time; Non-exempt; Non-union

Job Overview:
The Operations Specialist provides a wide range of operational and project management support to the Building Division, and other City of Missoula staff, while building and maintaining a working relationship with the whole community and its partners.

Core duties and responsibilities to include:
Manage workflow of software-based projects to ensure accuracy for the software development team.
Assist the public, staff, other departments and agencies via telephone, email and in person regarding department related information, such as status of permit applications.
Maintain department website, including creating public outreach and training pages.
Create and maintain departmental documentation such as policy manuals, ordinances, and reports for various auditing entities, including technical documents for website deployment.
Produce graphical brochures, video media and other training materials for various projects, such as permit application requirements.
Coordinate a variety of schedules for staff, projects, and inspections to ensure timely completion, including intake and review schedules for construction permit inspection applications.
Analyze data to prepare status reports and review construction documents and applications for submission deficiencies.
Serve as a software database facilitator; provide training and support to staff with software administrative functions.
Provide administrative and project management support, including other duties as assigned.

Requirements for this job include:
Bachelor’s degree in business/public administration, project management, communications, or another related field
Or any combination of education and experience equivalent to four (4) years.

Knowledge, Skills, and Abilities:
Knowledge of business operations and project management principles and practices, including scheduling, creating progress and technical documentation, reports, and meeting notes.
Knowledge of construction design, techniques, and terminology, including ADA, Life Safety, ICC, Zoning, and ACM codes; and the ability to interpret architectural and construction documents.
Knowledge of Windows based computer systems and the ability to learn various software and databases, including job-specific applications and equipment; with the ability to train others.
Skill in advanced use of Microsoft Office Suite.
Skill in negotiating and communicating, in person and writing, with the proven ability to establish and maintain effective working relationships with diverse individuals.
Skill in managing multiple projects with the ability to prioritize tasks with shifting priorities and timeline demands.
Ability to research, analyze, and provide solutions to complex problems, projects, and products.
Ability to occasionally travel for training or conferences.
Ability to resolve conflicts with facilitating outcomes while maintaining a calm demeanor.
Proven ability to participate in a customer focused, team-oriented environment, contributing as lead and collaborator on a variety of projects and teams.
