Job Description : The Oregon State University and its Division of Extension and Engagement are seeking an inspirational, dynamic, and visionary individual to provide exemplary leadership as the Community Engagement Specialist in Multnomah County. This is a full-time 1.00 FTE (negotiable to .75 FTE) position and will be located at the OSU Portland Center with some of that time remote. The Community Engagement specialist will report to the OSU Extension Regional Director for the North Willamette Region. The appointment period is up to two years with potential continuation depending on funding.

The mission of the OSU Extension Service (OES) is to engage the people of Oregon with research-based knowledge and education that strengthen communities and economies, sustain natural resources, and promote healthy families and individuals. OES partners with communities in every county of Oregon to provide information, services, and expertise to meet local challenges and help every Oregonian thrive. The Community Engagement Specialist will work closely with the OSU Extension Regional Director to increase awareness of and build support for OSU Extension in Multnomah County by:
1. building and strengthening collaborative relationships with external stakeholders including local government officials, community leaders, alumni, and industry partners.
2. promoting Extension programs and services.
3. working with elected officials to build legislative and local government financial support.

Position Duties
This Community Engagement Specialist embeds the commitment of OSU Extension to a collaborative and inclusive community in all interactions and duties performed. In addition, the individual contributes to a welcoming and respectful workplace environment.

65 % – Engagement
Work closely with and report to the North Willamette Regional Director for identifying and coordinating opportunities that advance education and community engagement programs to serve new constituencies in Multnomah County.
Develop, nurture, and expand partnerships to enhance Extension programming and assure under serviced communities are being served.
Develop, implement, and participate in programming and events to create collaborative relationships between the OSU Extension, Multnomah County, and external stakeholders, including but not limited to elected officials, community, OSU alumni, and industry partners.
Increase collaborations between community partners to capitalize on collective wisdom around emergent social, environmental and/or economic issues. Facilitate collaboration across difference, ensuring people from underserved communities are fully included.
Attend conferences, community, and local events to advance educational and community engagement initiatives of OSU Extension, which will require the ability to travel to these sites.
Serve as community liaison between OSU Extension and representatives in local government, education, and social justice organizations as well as civic leaders.
Build, and continually improve capacity within OSU Extension staff serving Multnomah County around community engagement.
Identify opportunities for funding streams with an emphasis on local government financial support.

30% – Engaged Leadership
Work with Extension faculty and staff who are working in Multnomah County to communicate program goals and impacts to internal and external audiences.
Engage community partners to identify a shared vision of OSU Extension in Multnomah County and help define priority issues.
Work with and support the Regional Director to identify and convene other colleges and departments within Oregon State University who are working in or serving Multnomah County communities to build a common vision and action plan for serving the County.
Identify and engage local expertise and experience in the full cycle of every project using a diversity, equity, and inclusion lens.
Collaborate with OSU Extension’s Diversity, Equity, and Inclusion unit.
Collaborate with OSU Extension’s communications team.
Create, manage, or serve on internal and external committees, task forces and advisory boards to encourage, develop and support relationships and collaborations with external stakeholders.

5% – Accountability and Service
Provide analysis, assessment and reporting for OSU Extension Community Engagement progress in Multnomah County including needs, impact and outcome measurements.
Maintain active membership and participate in appropriate professional organizations.
Develop annual plans of work, report of accomplishment and other reports as requested for self and program.
Develop, manage, and account for resources allocated for the assignments of this position.

Serve as an effective team member in the Extension North Willamette Region.
Minimum/Required Qualifications
Bachelor’s degree in field related to position: education, community development, marketing, communications, public relations, or related field.
Demonstrated experience of at least three years developing and engaging in strategic partnerships with community stakeholders.
Demonstrated commitment to promoting and enhancing diversity and inclusion, including working with historically marginalized populations.
Demonstrated experience with public education, higher education, or Extension education.
Demonstrated ability to work effectively with local, state and/or national communities and community leaders.
Demonstrated professional competence in effective oral and written communication.
Demonstrated experience successfully participating in effective work teams.
Ability to work independently with minimal supervision.
General ability to use common computer applications, including proficiency with software for word processing, presentations, and spreadsheets; web conferencing; online collaborative tools; and websites/social media for information gathering and sharing.
This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess, and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030 et seq.
Preferred (Special) Qualifications
Master’s degree.
Experience with university and/or community outreach and engagement programs.
Experience with advisory committees.
Life experience, education, and/or training that broaden capacity to equalize the success or impact on historically marginalized populations.
Working Conditions / Work Schedule
Non-standard hours may be necessary to fulfill requirements of the position; Flexibility to work evenings and weekends.
The primary work location for this position is the OSU Portland Office in Portland, Oregon. However, remote work may be established via OSU’s Remote Working Agreement, with pre-determined periodic reviews of on-going work for continuation of the agreement.
Travel is required for fulfilling the responsibilities of this position to advance educational and community engagement initiatives throughout the North Willamette Region.
