Job Description : FACILTIES AND GROUNDS WORKER GENERAL STATEMENT OF DUTIES The Facilities & Grounds Worker ensures that buildings are properly cleaned and maintained. This includes general cleaning of restrooms and floor care. In addition, maintains a clean, attractive, well landscaped appearance and safe environment to the grounds around City owned or leased facilities and properties such as public parks, recreation areas and parking lots. This is a regular, part-time, 30 hour per week position. A flexible schedule and PERS retirement benefits are offered.DISTINGUISHING FEATURES OF THE CLASSIFICATION This is a part-time, regular position with the major duties primarily to serve as the public works employee for facilities and grounds maintenance. This employee is responsible for varied maintenance, grounds, and custodial tasks within and around City buildings, park grounds and facilities, including the public rest area. At times this work will be as a member of a public works crew but most work is independent. It is expected this position will coordinate activities with other Public Works staff. This position does not include health benefits but does include PERS retirement upon completion of successful employment. The probationary period is for 6 months.RELATIONSHIPS WITH OTHERS Employees in this class are in regular contact with contractual and other trades workers, e.g., carpenters, plumbers, painters, electricians, locksmiths or grounds crews in order to request/coordinate needed repairs or services. Employees in this class are in regular in-person contact with the supervisor and PublicWorks staff to share and transfer relevant information.SUPERVISION RECEIVED Work is performed under the supervision of the City Administrator.SUPERVISION EXERCISED Supervision is not a responsibility of this position but may provide leadership and guidance for volunteers on special projects as assigned.KEY PERFORMANCE AREAS 1. Monitors Building Standards. Ensures City buildings are clean and maintained properly; reports and oversees building repairs; records repairs in log book; may take corrective action or report substandard work to the City Administrator in cases of contractual custodial or grounds work.2. Coordinates contractual Facilities and Grounds Work. Provides oversite for contractual facilities and grounds work, coordinating with the contractor(s) to ensure work and safety standards are met.3. Inventory. Keeps an inventory of supplies, furniture, equipment, and materials; requisitions new supplies and materials; reports missing furniture or equipment.4. General Cleaning. Empties wastebaskets; cleans walls and other surfaces; cleans windows and mirrors; cleans and sanitizes toilets, sinks, and showers; fills dispensers; dusts; sweeps, strips, mops, waxes and buffs floors; vacuums and shampoos carpets; picks up litter; shovels snow; sweeps steps; washes outside windows; collects and bundles recyclable items.5. Turf and Plant Care. Mow, edge, aerate and thatch lawns and fields with use of manual and power equipment. Plant, cut, trim, prune, transplant, fertilize, and water lawns, shrubs, bedding plants, ground cover, and trees using hand or power equipment. Eradicate weeds using tillers, line trimmers or herbicides. Mix and apply non-restricted use pesticides according to manufacturer’s instructions. Install and maintain irrigation systems by; digging trenches, laying and connecting pipes, valves, sprinklers and controls; troubleshooting problems, repairing and testing using hand and power tools.6. Area Maintenance. Using hand and power tools, remove leaves, brush, debris and litter from City owned and leased athletic fields, parks, lawns, parking lots, building entrances, and adjacent roadways and sidewalks. Empty trash cans as needed; transport litter, plant debris, and trash to appropriate facilities. Assists with removing ice and snow from walkways, parking lots, and building entrances. Assists with removing stains and spills such as oil, grease, or bodily fluids from parking lots and walkways. Repair benches, kiosks, informational signs and signposts.7. Equipment Maintenance. Troubleshoot and complete minor repairs on tools and equipment. Refer major repairs to appropriate staff persons. Maintain vehicles and power equipment by checking fluid levels, lubricating and cleaning before and after use.8. Repairs. Changes light bulbs; clears clogged drains and toilets; performs minor maintenance of custodial equipment and building (i.e., changes belts or bags on vacuum cleaners, changes brushes and pads on floor buffers and waxers, tightens screws, and replaces doorknobs); reports needed repairs for maintenance and safety problems.9. Security. Locks and unlocks buildings; turns lights on and off; makes rounds to ensure systems are functioning properly; reports security deficiencies; distributes and collects keys to buildings or changes codes in electronic locks. Provides technical assistance for security camera systems throughout the City.10. Miscellaneous. Moves and arranges furniture for various City meetings and special functions; audio and video setups for meetings; prepares applicable reports and keeps a variety of records.Assist other Public Works staff as assigned for special projects or emergency situations.11. Performs other related work as required.EMPLOYMENT STANDARDS EDUCATIONAL REQUIREMENTS: High school graduation or equivalency. Associate Degree in related field preferred.EXPERIENCE AND TRAINING: Two years of experience in building/grounds maintenance, or any satisfactory combination of experience and training that demonstrates the knowledge, skills and ability to perform the above-described duties.KNOWLEDGE OF: Building and grounds maintenance, which includes landscaping practices and techniques, custodial duties, minor carpentry and plumbing, and pesticide use.Work-related safety practices, OSHA and environmental rules and regulations, particularly in regard to work with cleaning chemicals, pesticide application, and fall protection.Effective communication, customer service, and interpersonal skills. Ability to use ordinary conversational skills and courtesy to exchange routine information and provide routine assistance.Basic knowledge of spoken and written English sufficient to understand instructions.ABILITY TO: Learn State and Federal laws on cleaning, sanitation, and safety.Maintain the security of property and buildings including camera systems and electronic locks.Establish priorities and set goals; coordinate work with other Staff and outside contractors.Keep records of materials used and ordered and estimate needs and order supplies and equipmentKeep a repair log and to report needed repairs.Understand and follow simple oral and written instruction and to exchange routine information.Basic understanding of simple work processes, methods or equipment. Ability to learn job-related information and techniques.Learn required physical skills that must be performed in the course of regular work routines and can be learned on the job over a relatively short period of time.Ability to work in a team-oriented environment, but also work alone at a work-site, under supervisory direction while performing duties thoroughly and accurately, in accordance with Department policy.Ability to get along well with coworkers and maintain effective work relationships.Ability to use appropriate personal protective equipment.Work overtime and on weekends as needed.SKILL IN:Safe use of tools and equipment.Application of non-restricted-use pesticides and fertilizers.Maintenance of irrigation systems.Follow verbal and written instructions, policies, and procedures.Communicating with employees and building users in a professional and non-threating manor.OTHER REQUIREMENTS: While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee frequently is required to walk, stand, stoop, and talk or hear. The employee is occasionally required to sit, climb, pull, push, throw, balance, kneel, crouch or crawl and detect odors. The employee occasionally works in high, precarious places. Employee frequently lifts and/or moves up to 50 pounds and occasionally lifts and/or moves up to 100 pounds unassisted. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. Employee will typically work a 30-hour work week; must reside within 30 minutes response time to City Hall, and may be required to work overtime, particularly during the spring and fall seasons.ENVIRONMENTAL CONDITIONS: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
