Job Description : SUMMARY
Recreation Coordinators contribute to the development, promotion, and implementation of recreation programs, services, activities and facility operations to serve community members of all ages. Program areas include: aquatics, fitness, youth & adults sports, youth engagement and activities, community and special event.

ESSENTIAL FUNCTIONS
Develops, adapts, promotes, and implements recreation programs, services, activities and events in various program areas:
Aquatics: lifeguard training, swim lessons, swim team.
Fitness: monitors gym equipment, promotes & teaches fitness courses, organizes instructors
Youth & Adult Sports: Organizes sports leagues, camps and clinics.
Youth Engagement & Activities: Arts and Crafts in Parks, S.T.E.A.M. Classes, Nature-based Learning Programs, First Aid/CPR Courses, Life-skills Instruction, etc.
Community & Special Events: Free Movies in the Park, Easter Egg Hunt, Holiday Celebrations, Volunteer Clean-ups, Astoria Regatta Celebration, Fun Runs, Run on the River ½ Marathon, etc.
Oversees, evaluates, and provides recommendations for program effectiveness to their direct supervisor.
Contributes to the development and implementation of department goals and objectives based on the direction of the City Council.
Contributes to daily facility responsibilities for operations, programming, administrative tasks, maintenance and appearance and performs custodial duties, as needed.
Interacts in a positive and professional manner with the general public, program participants, community groups, local businesses, co-workers and supervisors.
Participates with the direct supervisor in the selection, orientation, and training of co-workers and volunteers.
Collaborates with community agencies, local businesses and other organizations towards the development of cooperative programming.
Performs community outreach to the community and local businesses to promote, expand, and support engagement in recreation programs.
Assists direct supervisor and Parks and Recreation Director with aspects of contract administration and implementation for recreation programs and special events.
Participates in the development, administration and monitoring of assigned program budgets.
Monitors program compliance with federal and state laws, rules and regulations related to provisions of recreational activities and services.
Prepares professionally written documents for program materials, scheduling, meetings, trainings and other communications.
Successfully leads co-workers and volunteers and upholds accountability and expectation standards of the City of Astoria and the Parks and Recreation Department.
Carries out administrative tasks in support of Department operations and interacts directly with patrons and the public to assist in routine clerical activities.
Proficiently utilizes the department’s recreation software system and point of sale platform to carry out electronic processes and procedures
Trains and instructs co-workers in the use of department-specific equipment, processes, and procedures
Maintains punctual, regular and predictable attendance.
Works collaboratively in a team environment with a spirit of cooperation.
Respectfully takes direction from direct supervisor and Parks & Recreation Director.
Follows all safety rules and procedures established for various work areas.
Follows policies, procedures, and guidelines as described in department directives and the City of Astoria Personnel Manual and other documentation related to this position.
KNOWLEDGE, SKILLS & ABILITIES
Advanced knowledge of recreation programming, safety rules, policies and procedures based on programming assignment.
Specific knowledge of Astoria’s Parks system and programming.
Excellent verbal communication skills for all ages and abilities for regular communications, presentations and course instruction.
Excellent written communication skills for regular communications, program handbooks, materials, forms and flyers.
Creativity and flexibility to assist with development of new programming and adapting existing programming according to division direction and community interest.
Ability to work independently with initiative and discretion within established guidelines.
Ability to organize and lead large group activities.
Adaptable to dynamic and fast-paced workplaces.
Knowledge of and experience working in municipal government.
SUPERVISORY RESPONSIBILITIES
This position assists in a leadership capacity for program staff and participants at the direction of the Recreation Manager, Aquatic Center Supervisor or Parks & Recreation Direction, but is not tasked with direct supervisory duties.
MINIMUM QUALIFICATIONS

High School graduation or equivalent.
1-2 years’ of work experience in the recreation field or any combination of experience, education or training which demonstrates the knowledge, skills and abilities to perform the described duties.
Possession of or ability to obtain a valid Driver’s License; safe driving record.
Possession of or ability to obtain CPR and First Aid certification.
Possession of or ability to obtain lifeguard instructor certification (One Rec Coordinator will be required, additional are desirable)
Possession of or ability to obtain lifeguard, Recognizing Child Abuse & Neglect (RRCAN) Food Handler’s card within six months as appropriate to work assignment
Ability to pass a City-required background check which includes criminal, sex offender and motor vehicle records checks. (Internal candidates: a background check may still be required if you are selected depending on timing and components of prior check).
City employees must be fully vaccinated for COVID-19 (medical or religious exceptions may apply).
DESIRABLE QUALIFICATIONS
2-4 years college degree, preferably in the fields of Recreation, Natural Resources, or a related discipline
Spanish language skills
WORK ENVIRONMENT
Must possess: mobility , strength, and stamina to perform physical work for extended periods of time; to operate a wide variety of cleaning tools and equipment, and to operate a motor vehicle; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone or radio. Work activities may be performed indoors and outdoors and may require frequent walking on uneven or slippery surfaces, standing, sitting, running, conducting exercises, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, reaching, making repetitive hand movement, and related physical activities in the performance of daily duties. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, calculator, or tools and equipment used in assigned program area. Incumbents must possess the ability to lift, carry, push, and pull materials, tools, equipment, objects, and supplies weighing up to 50 pounds or heavier weights with assistance and/or the use of proper equipment.
Recreation Coordinators work in both indoor and outdoor environments with moderate to loud noise levels, wet and slippery conditions, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions. Employees in this role will interact with individuals in interpreting and enforcing rules, policies, and procedures.
This position is covered under a Collective Bargaining Agreement.
