Do you thrive on developing research methodology and evaluating data? Do you want to contribute to improving Oregon’s social service system? Oregon Youth Authority (OYA) is hiring a permanent, full-time Research Analyst to bring their knowledge and experience using statistical software, their effective communication skills and strategic thinking, and can contribute toward a collaborative team environment. As the Research Analyst, you will develop and conduct objective evaluations and statistical data about youth related programs in OYA and juvenile justice in general. You will also be responsible for the design, implementation, and evaluation of research studies and statistical projects relating to juvenile justice, and support the operation of the Oregon Youth Authority. Further, this position is responsible for the development of interpretations and conclusions relating to this work, and sharing the findings in an informative way, influencing agency direction and policy.

Your Role:
Develop protocols to exchange data and insure confidentially is maintained.
Develop research methodology, identify appropriate instruments, tests and statistical models to measure and analyze variables being studied.
Develop methods and criteria to identify and measure predictive accuracy of actuarial equations.
Utilize knowledge of national trends, literature, and OYA data to expand the list of family and child factors to consider.
Develop information gathering processes, surveys, and data files to construct data sets for analysis and future studies.
Create metrics that acknowledge the efficiency and effectiveness of treatment programs provided to OYA youth.
Study and analyze tables, graphs, charts, and other statistical information to arrive at conclusions about the data and modeling of actuarial risk tools
Write reports such as statistical studies, narrative reports, and articles for publication or distribution within the social service and juvenile justice community.
Prepare written responses and provide specialized information on request from agency administration, Oregon Legislature, media, and juvenile justice partners.
Provide technical assistance and consultation on research design and statistical analysis methods, including formulation of research questions, defining data elements, developing data sets, designing measurement and survey program questions and/or program evaluation assumptions.

Telecommute/Remote Work: This position is eligible for full-time or part-time (flexible) telecommute. This position is based at our Central Office in Salem, Oregon and will be required to come in to the office on an as needed basis. What We Are Looking For:
A Bachelor’s Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports;
OR
Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

Able to work independently as well as in a team.
Effective written and oral communication skills.
Competent in multiple programming languages u sing Microsoft Power BI, R programming, SAP Business Objects Web Intelligence (Webi).
Proficient with research in applied settings with program evaluation using observational or non-random designs.
Experience with data mining and/or predictive analytics.
Experience evaluating delinquency prevention, juvenile justice, delinquency intervention or child welfare services
