Provides a variety of professional and statistical analysis of complex law enforcement data and intelligence; develops, researches, prepares, and presents reports; performs crime mapping, provides timely and relevant information on crime patterns and trends, assists operational and administrative personnel in planning the deployment of resources for the prevention and suppression of criminal activities; identifies and interprets current and anticipated criminal activity, patterns, and trends.
Salary Range:
Management Analyst 1: $59,238.40 – $76,585.60 Annually
Management Analyst 2: $65,104.00 – $84,240.00 Annually
Department/Division: Eugene Police Department
Work Location: 300 Country Club Rd, Eugene, OR 97401
Must reside in the state of Oregon and be able to report onsite for work as needed in Eugene, OR to meet business needs.
Schedule: Monday – Friday, 8:00 AM – 5:00 PM with flexibility per business need.

Examples of Duties Performed – Duties may include but are not limited to the following
Communicate in-person and in-written format with sworn and professional staff. Attend meetings and briefings to gather and disseminate criminal intelligence information and track emergent crime trends.
Conducts research to provide a variety of crime analysis and statistics; identifies research goals and objectives and manages project time lines. Identifies research objectives independently or in a team setting. Works with division staff to determine needs (internal and community-based) and develops effective strategies within traditional and data led policing venues to address problems.
Gathers, compiles, maps and analyzes qualitative and quantitative information and statistical data from a variety of sources to include law-enforcement databases and open source systems and then fuses that data and information into actionable recommendations and reports.
Develops contacts with other agencies and information sources. Identifies needs for special studies within assigned program area.
Compiles and extracts data from a variety of automated data bases using appropriate computerized tools to retrieve, edit, tabulate, combine, map and plot relevant data; writes queries and reports to extract data in appropriate form.
Analyzes raw data and findings showing patterns, trends, and problem areas from printouts, tables, graphs, and/or charts; applies statistical tests to a variety of data; draws conclusions and develops options/ recommendations on a variety of law enforcement trends and issues.
Quickly identify, recognize and utilize important information from differing sources, while being able to discard extraneous information not relevant to the research.
Prepares narrative, statistical, mapping, schematic, and/or graphic reports of findings; may present results orally in internal meetings or to community groups.
Keeps informed of trends and issues involving crimes and police practices, along with social, economic, and political issues on a local and nationwide basis.
Performs related and other duties as assigned.

Qualifications:
Knowledge of:
Basic operations, services and activities of a crime analysis or intelligence program.
Principles, practices, methodologies and techniques of crime analysis, crime prevention, law enforcement and police records processing or intelligence gathering, analysis, and dissemination practices.
Methods and techniques of mapping, statistical research, and analysis.
Principles of data collection, collation, analysis, and dissemination.
Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs
Ability to:
Work quickly and accurately under changing timelines and guidance.
Fuse information from different sources, into a cohesive product which draws logical conclusions.
Work in a trusted team setting with various internal and external stakeholders. Partner with the stakeholders to track crime trends, identify criminals, and support apprehension through criminal intelligence analysis.
Perform statistical research and analysis.
Collect, compile, interpret, and analyze raw data and make recommendations.
Track and present findings related to criminal activity, patterns and trends.
Prepare predictions of criminal activity based upon previously reported activity and an analysis of typical behavior patterns.
Generate reports, maps, charts, graphs and other visual aids.
Use GIS software and integrate its use with other governmental agencies. Respond to requests and inquiries from the general public.
Interpret a variety of laws and codes.
Operate office equipment including computers and supporting crime analysis programs and databases.
Prepare clear and concise reports.
Organize and maintain historical records for future retrieval.
Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.
Demonstrate an awareness and appreciation of the cultural diversity of the community.
Communicate clearly and concisely, both orally and in writing, to small and large groups.
Establish and maintain effective working relationships with those contacted in the course of work.
Pass a Police background investigation.

Minimum Requirements: Combinations of experience and education which meet the minimum qualifications will be considered.
Management Analyst 1
Education: Equivalent to a Bachelor’s degree from an accredited college or university in the assigned program area.
Experience: Some recent professional related experience, or one year related responsible paraprofessional experience.
Management Analyst 2
Education: Equivalent to a Bachelor’s degree from an accredited college or university in the assigned program area.
Experience: Two years of professional experience in program administration, preferably in the public sector. Some supervisory experience is preferred.
Oregon Driver’s License (ODL)
Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
