Job Description : THE POSITION

Washington County Department of Housing Services is recruiting for a critical team member to join our growing and dynamic organization. Under the direction of the Director and Assistant Director of the Housing Department, the Continuum of Care (CoC) Program Manager is responsible for managing all aspects of the implementation and ongoing program operations for the county’s CoC program. This position is responsible for ensuring that all aspects of the program center race and equity in alignment with the County’s Diversity, Equity and Inclusion (DEI) goals.

During a typical work week, the CoC Program Manager will be responsible for CoC grant writing, management of staff, contract management, fiscal policy, implementation of policy recommendations, and monitoring of the program goals in alignment with Federal requirements and County priorities. Additionally, the CoC Program Manager acts as the liaison with county leadership, the County Board of Commissioners, interdepartmental leaders, and jurisdictional partners. The CoC Program Manager will also work closely with other County homeless programs and coordinate funding and services.

The Ideal Candidate will:
Demonstrate a commitment to Diversity, Equity and Inclusion, public service, fiscal responsibility, and innovation in government.
Possess knowledge of Washington County and regional houseless populations and understanding of current programs and services in place, as well as clear understanding of HUD Continuum of Care (CoC) programs, Homeless Management Information systems (HMIS) and data presentation as part of daily operations.
Have strong quantitative analytical abilities, including a thorough understanding of common data analysis tools and programs.
Be experienced and lead in developing and managing a complex, multi-fund budget.
Utilize problem-solving skills, proactively identifying and supporting creative and viable business solutions.
Communicate effectively to different audiences, including elected officials, various levels of county, city and regional management, and members of the public.
ESSENTIAL JOB DUTIES

MINIMUM QUALIFICATIONS
Education and Experience:
A Master’s Degree in criminal justice, social work, psychology, social sciences, an applied research-related field, or a field directly related to program operations;
AND
Five (5) years of pertinent professional experience related to the specific program area of responsibility. Experience must include responsibility for the research and evaluation of program activities and at least two (2) years in the direct supervision of staff.

Selection Process:
Week of April 10, 2022: Human Resources will screen applications for the minimum qualifications as outlined above.
Week of April 17, 2022: A panel of subject matter experts will review and score responses to the supplemental questionnaire for applicants that meet minimum qualifications.
Eligible List: Candidates that successfully pass the subject matter expert review will be placed on a list of candidates eligible for interviews. Typically, the top ranking 6 – 8 candidates are invited to participate in panel interviews.
Conditional Offer of Appointment: Human Resources will conduct a salary analysis for the top candidate and will extend a conditional offer of appointment.
Post-Offer Check: Human Resources will conduct a driving records and background check.
Start Date: A start date will be determined after all conditions of employment have been met.

The premise of salaried/exempt employment is that established compensation recognizes the time and effort needed to accomplish all assigned job duties. Job responsibilities may require work outside of the employee’s standard work week or a work week in excess of 40 hours.

Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment.
