At Land Use and Transportation, you are given opportunities and challenges to embrace your potential and achieve your personal best, every day. The department has two (2) Project Manager vacancies. In addition to exercising your project management skills, you will also have the opportunity to coordinate and collaborate with a variety of professionals, technicians, contractors, stakeholders, agencies and citizens.
Operations and Maintenance Division (OPS)
The Project Manager in this division is an essential member of the team who assists with delivering maintenance projects and managing contracts. This work is crucial to keeping our transportation system in optimal condition. Project managers are involved with the administration, planning, design, and construction of infrastructure maintenance projects throughout Washington County. These projects include paving, striping, drainage, landscaping, emergency repairs, and road reconstruction.

The ideal candidate for this position will be experienced in managing transportation infrastructure maintenance projects. The ideal candidate will be knowledgeable in advanced project management skills and techniques such as scheduling, resource management, communications, and organization. They require very little direct supervision and can effectively prioritize several competing interests. Additionally, they enjoy collaborating with stakeholders and understand their role in project development and delivery.

Capital Projects Services Division (CPS)
The Project Manager in this division will work with a group of professional and technical experts to administer the planning, design, and construction of infrastructure projects throughout Washington County. These projects include roads, bikeways, bridges, and sidewalks, and all are intended to improve safety, reduce bottlenecks, and address transportation needs for all users.

The ideal candidate for this position will be a resourceful problem solver and adept team-builder. They have experience preparing specifications, reviewing plans, developing budgets, tracking schedules, and leading a team to meet project goals. They have an understanding of permits and regulations that impact transportation projects and are comfortable with current technology and learning new software. They enjoy working independently and have an interest in being involved with a variety of projects. Additionally, they have strong communication skills and are organized and detail oriented.

MINIMUM QUALIFICATIONS
Four (4) years of professional project management experience that includes leading and managing discrete projects from initiation and planning through closure and evaluation; OR
A Bachelor’s Degree or higher in engineering, surveying, environmental, transportation planning, public administration or a closely related field may substitute for three years of experience, AND one (1) year of professional project management experience that includes leading and managing discrete projects from initiation and planning through closure and evaluation; OR
An Oregon Project Management Associate (OPMA) certification, AND three (3) years of professional project management experience that includes leading and managing discrete projects from initiation and planning through closure and evaluation; OR
A Project Management Professional Certification from the Project Management Institute (PMI).

ADDITIONAL LICENSES, CERTIFICATES, PHYSICAL ABILITIES AND SPECIALTY REQUIREMENTS

Must possess a valid driver’s license and have an acceptable driving record per Washington County’s Driver’s License & Records Policy.

SUPPLEMENTAL INFORMATION
Washington County is committed to using a Merit Based System in which recruiting, selecting, and advancing employees is based on their relative knowledge, skills, and abilities.
Selection Process:
Week of April 4, 2022: Human Resources will screen applications for minimum qualifications.
Week of April 11, 2022: Applications for candidates that meet minimum qualifications will be forwarded to a panel of subject matter experts who will review and score responses to the supplemental questionnaire.
Panel Interviews: Candidates that successfully pass the subject matter expert review will be placed on a list of candidates eligible for interviews. Typically, the top ranking 6 – 8 candidates are invited to participate in panel interviews.
Conditional Offer of Appointment: Human Resources will conduct a salary analysis for the top candidate and will extend a conditional offer of appointment.
Post-Offer Check: Human Resources will conduct a driving records check.
Start Date: A start date will be determined after all conditions of employment have been met.

This is a non-represented position and is not covered by a collective bargaining agreement.

Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment.
