The Oregon Department of Environmental Quality has a full-time opportunity available for a Basin Specialist (Natural Resource Specialist 3) . This position will be located in either Bend, Pendleton, or The Dalles. The finalist may choose their preferred work location.

There are 3 regions (Northwest, Western, and Eastern); this position is in Eastern Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public.
What you will do!
You will assist in the implementation of Total Maximum Daily Loads (TMDLs), Load and Waste Load Allocations, and implementation strategies to bring waters in compliance with water quality standards as determined in TMDLs. You may evaluate nonpoint sources of water pollution, devise control strategies, and provide technical and financial assistance to federal, state, and local government, watershed groups, and nonpoint sources. You will monitor for effectiveness of plans and for trends in water quality towards achieving water quality standards. In addition, you will be responsible for or assist with oversight of the Nonpoint Source Pollution Control grant program in Eastern Oregon, and you will interface with other regional and headquarters staff that manage this grant program. You will also oversee aspects of compliance and enforcement in the TMDL program as complaint response.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 3 years of experience in a natural resource or environmental field ( an equivalent combination of education and experience is acceptable). At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
Candidates who are most competitive will also reflect the following:
Experience with TMDL implementation.
Experience evaluating water quality data using statistical and other analytical methods to determine impacts on water quality, and to evaluate strategies to improve water quality; ability to make recommendations based on findings.
Experience communicating complex technical information or controversial environmental issues to stakeholders and lay people; ability to communicate technical data to audiences unfamiliar with the subject matter.
Excellent verbal and written communication skills; experience representing an agency or organization at public hearings and meetings; skill in writing concise and clear reports describing complex industries and regulatory determinations.
Experience conducting field work, environmental sampling, and/or inspections.
Experience with nonpoint source pollution control programs.
Working Conditions:
You will work in both an office setting and outside. There is frequent statewide travel to attend public meetings and to meet with stakeholders; travel may include overnight work. There will be occasional extended work hours. Outdoor work may include exposure to inclement weather, pollutants, and chemicals (possibly hazardous). Work will involve collection of samples from bridges, shorelines, and boats.
