Job Description : General Statement of Duties:
The Transportation Community Engagement Program Coordinator is a key member of the Transportation Planning Team who will support the community engagement and communications work of the City of Eugene Public Works Engineering Division. This position is responsible for managing the Transportation Planning social media presence and monthly InMotion e- newsletter. The position will coordinate public information and outreach efforts to include writing, research, development of engagement strategies, and website management, as well as implement marketing campaigns. The Transportation Community Engagement Coordinator will help build awareness and engage the community on transportation planning projects in a way that is inclusive of the diverse voices and perspectives of our community. An important goal for this position and the City of Eugene is to engage and collaborate with communities of color and other historically marginalized communities through a variety of communications strategies

The ideal candidate: You are a strong writer and able to transform complex program information into engaging content. You like having direct contact with the public and helping people learn more about city services and current initiatives. You enjoy working with social media platforms and are excited about being the Division’s go to communications expert. You have a background or strong interest in graphic design and are skilled at creating good content, have an artistic eye, and can provide direction to graphic designers. Working in a team environment is ideal for you but you also enjoy forging ahead and working independently. You are detail oriented, enjoy a good research project, and like working in a fast-paced environment with multiple high priorities.

Examples of Duties Performed – Duties may include but are not limited to the following
WRITING
Writes and edits copy for printed and online mediums, including website, social media and publications. Drafts news releases and responses to requests for information from the general public, partner agencies, other City of Eugene departments, etc. Creates and distributes monthly and annual reports as well as specialty reports.

SOCIAL MEDIA & WEB MANAGEMENT
Manages social media presence. Develops long and short range social media goals and content calendars. Evaluates objectives and processes and makes recommendations to staff. Creates content and schedules for posts. Researches and responds to social media inquiries. Creates and maintains accounts on relevant sites, forums, and groups. Stays on top of social media trends; makes recommendations for management strategies and participation in emerging platforms. Ensures up-to-date content on website and prepares information for web as needed. Determines appropriate evaluation metrics, tracks social media and website performance, interprets data, and prepares reports.

COMMUNITY ENGAGEMENT
Helps keep the general public, neighborhood associations, advocates and others, aware of current Transportation Planning and Engineering initiatives, solicits feedback and offers ways to become more involved. May facilitate Active Transportation Committee work (monthly meetings, recruitment, and communications).Helps develop strategies to more effectively engage diverse communities. Represents the division at community events. Responds to community requests for general Transportation information and materials in a timely manner. Promotes events such as Eugene Sunday Streets, Party in the Parks, etc.

GRAPHIC DESIGN, PHOTOGRAPHY, AND VIDEOGRAPHY
Independently updates or creates new outreach materials as needed including handbills, door hangers and e-newsletters. Determines and manages outreach budget related to work areas. Collaborates with Public Works graphic design staff or hires and oversees outside designers as needed. Creates content and manages complex production processes. Facilitates the capturing of excellent images and captivating videos to be used to support the division’s marketing efforts.

MISCELLANEOUS
Performs research in support of the division and evaluates findings; develops research criteria; evaluates results and summarizes results in narrative, and/or statistical reports; and evaluates impact of research results on program activities. Researches problematic issues and prepares recommendations. Prepares complex reports requiring detailed research, and independent judgment.

Keeps abreast of new developments and technology in the field; remains competent through self-directed professional learning and trainings.

Assists in developing long and short range media goals; evaluates objectives, policies and processes and provides recommendations to section manager; participates in the development of program or operational guidelines.

Evaluates effectiveness, impact, and cost/benefit impact of program or operational activities; documents, compiles and tracks program activity costs; designs and compiles periodic program progress reports; assesses program needs and issues; evaluates need for training or changes to program policies and procedures and develops recommendations; monitors program compliance.

Helps create postings for internships, hire interns, and oversee and assign intern work.

Develops work plans, timelines and resource allocations for assigned program or operational area; monitors progress to ensure objectives are met.

Actively supports and respects diversity in the workplace. Performs other related duties as assigned.
Qualifications:
Knowledge of:
Practices and principles related to writing, communications, public relations and marketing.

Transportation planning and/or a strong interest in this field of work.

Best practices around social media and website content.

Essential elements of good graphic design, photography and videography.

Effective program principles and practices, and strategic planning methods for program area.

General budgeting practices and procedures as related to the program area, if required.

Program and project design and development.

Processes used to develop short and long range goals and objectives.

Spanish language skills preferred – speaking, reading and writing.

Applicable computerized systems, office practices and procedures, including a variety of standard office equipment.

Ability to:
Communicate effectively, both verbally, graphically and in writing, with City staff, the general public and other agencies using courtesy, tact and good judgment. This includes experience with social media and video production/editing.

Perform outreach and marketing activities for transportation program areas; develop outreach materials for transportation program areas.

Plan, organize and administer a specialized program or operational area; evaluate program direction and assess program impact; coordinate diverse program activities, and provide direction.

Perform program or operation need assessments; evaluate and prioritize needs. Evaluate and solve procedural problems impacting the assigned area.

Research, collect, review, and interpret data; perform a variety of specialized studies to determine trends and programmatic/operational direction; design reports, and narrative/statistical summary of the review.

Research and evaluate issues and trends; research potential solutions. Keep informed on developments in the program or operational area.

Use a variety of computerized systems to maintain program data and extract reports.

Describe and interpret specialized program or operation information for a variety of audiences.

Work, individually and in a team setting, with a diverse general public, employees and other agencies; develop consensus and make appropriate decision; use appropriate conflict resolution, negotiation and communication skills.

Work with diverse communities.

Establish and maintain varied and detailed computerized filing and record-keeping systems. Plan and organize the work of other employees, volunteers, and/or temporary employees. Demonstrated ability to use Adobe Creative Suite and Microsoft Office Suite.

Minimum Requirements:

Experience:
Four years of progressively responsible paraprofessional experience in the program or operational area or a related field, including at least two years of experience at the paraprofessional journey-level.

Training:
Equivalent to an Associate degree with major course work in the area of assignment, or in transportation planning, strategic communications, social marketing or a related field.

Working Conditions:
Positions involve light physical work, including walking, standing, stooping, occasional carrying and lifting lightweight materials (under 20 pounds). Regular focus on a computer screen; requires visual acuity and depth perception to recognize words and numbers; hand/eye coordination to use a computer keyboard and common office equipment. Daily sitting for prolonged periods. Requires speaking and hearing ability sufficient to hear over the phone, carry on conversations, and participate in meetings. Attendance at meetings or activities outside of normal working hours.

May include occasional physical labor, including frequent walking, bending, stooping, kneeling, crawling, crouching, climbing and the ability to push, lift, pull, and carry objects. May be exposed to various weather conditions.

Selection Process
