Job Description : Position Summary
Manage the City’s Transportation Division services, including transportation systems maintenance, transit, airport, parking, active transportation and other special transportation programs in a continuous, safe and cost efficient manner to ensure that present and future needs of the community are met. Coordinate with regional transportation partners including the Oregon Department of Transportation (ODOT) and Benton County. Represent the City on various transportation committees and interface with regulatory agencies, State and federal organizations. These tasks are illustrative only and may include other related duties.

Essential Functions
Directs, plans, organizes, administers, and leads the delivery of cost effective public transportation systems and services to the organization and public in compliance with applicable local, State and federal regulations.
Develops, directs implementation, and monitors operational and maintenance work plans, processes, and procedures to achieve City and Public Works goals, objectives, and performance measures.
Develops, manages, and monitors the budget for the Transportation Division. Establishes and monitors appropriate department financial measures. Interprets and uses financial data to make informed business decisions.
Develops multi-year budget strategies. Monitors program funds and develops plans concerning levels of service, new funding sources, or new methods to perform the work to ensure division expenditures are in balance with resources.
Effectively supervises assigned staff. Responsible for the supervision and management of all division staff. Performs personnel duties such as selection, coaching/mentoring, training, employee/labor relations, evaluating performance, succession planning, discipline and termination. Creates and maintains an effective work environment by communicating goals and expectations for staff performance, counseling employees as appropriate, and supporting employee engagement efforts.
Evaluates effectiveness of division services and programs, and implements improvements and modifications to meet present and future system needs. Provides technical briefings and recommendations on division issues and opportunities to the Department Director. Researches regulatory developments and formulates strategies to meet operational and maintenance requirements. Forecasts and plans long range division projects and needs and provides the translation to short term and seasonal work plans. Provides quality assurance management. Establishes and monitors reporting systems that measure results.
Interfaces with regulatory agencies, State and federal organizations. Represents the City on various committees including the Corvallis Metropolitan Planning Organization (CAMPO) and ODOT’s Cascade West Area Commission on Transportation (CWACT). Serves as department liaison to city advisory groups as assigned. Presents information to the public, City Council, and advisory bodies. Represents Public Works and the Transportation Division on committees, at public meetings, and one-on-one with staff, community members, regulators, media, and contractors.
Develops letters, memorandums, technical documents, policies, procedures, and reports related to the operation, strategic planning, regulatory compliance, capital investments, staffing requirements and other technical and management issues of assigned areas, and oversees the documents developed by staff.
Assists Director with long range planning and/or preparation of reports. Provides recommendations and briefings on division issues and opportunities to the Department Director. Participates in Public Works Department planning and coordination as a member of the management team. Demonstrates understanding and good judgment in the evaluation of complex technical and/or financial information and alternatives related to program and policy development.
Participates in departmental and organizational emergency management and preparedness programs and response efforts.
Investigates complaints and implements corrective action as necessary to resolve complaints. Facilitates public meetings and public involvement processes. Interface with the community to ensure that service needs are addressed.
Represents the City of Corvallis by responding to the public, community members, its employees, and others in a prompt, professional, and courteous manner. Regards everyone, internal and external, as a customer and delivers the best service possible in a respectful and patient manner.
Effectively promotes and implements division safety program. Complies with all safety rules and performs work is a safe manner. Ensures supervisors provide and maintain a safe working environment in compliance with Federal, State, and City health and safety guidelines and regulations.
Maintains effective work relationships. Coordinates activities with other supervisors, managers, and work groups within the department and with other City departments.
Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.
Complies with all Administrative Policies. Performs work in accordance with Council Policies and Municipal Code sections applicable to the position.
Operates and drives a motor vehicle and/or truck safely and legally.
Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance.

Qualifications and Skills
Education and Experience
Bachelor’s degree in transportation management, public administration, business administration, engineering, planning or field related to the services managed in the Transportation Division.
Seven years of progressively responsible transportation experience. At least three years of work experience must have been in a supervisory capacity.
Knowledge, Skills and Abilities
Knowledge of and ability to interpret, explain and apply local, State, and Federal regulatory requirements, as well as various transportation related standards and specifications.
Demonstrable ability to understand and exercise good judgement in the evaluation of complex information and alternatives related to program and policy development.
Ability to delegate and review the work of subordinate professional and technical staff. Ability to develop budgets and allocate resources.
Ability to work under time constraints, manage evolving situations, perform multiple tasks effectively, evaluate and motivate staff to maximize organizational efficiency and effectiveness.
Strong leadership and organizational skills. Ability to manage and supervise employees. Ability to formulate division goals and to establish policies, plans, and procedures.
Strong written and oral communication skills. Ability to speak in public, make presentations, negotiate contracts, and facilitate meetings. Ability to be diplomatic in emotionally charged situations and to bring a diverse group to consensus.
Strong analytical and decision making skills. Ability to apply independent judgment, solve complex problems and prioritize support activities and programs in a cost effective manner.
Ability to effectively participate in department management team.
Ability to use a computer to perform the essential functions of the position.
Special Requirements
Possession of and the ability to maintain a valid Drivers’ License.
This position has lead program management and technical responsibilities for transportation division. The services provided by the individual and the division are highly visible in the community and must be managed in a professional manner that reflects positively on the organization.
