Job Description:
The Oregon Department of Education, Early Learning Division, is excited to announce a permanent opening for a Rules Coordinator (Operations & Policy Analyst 3). This position is responsible for leading the promulgation and revision of all Early Learning Division administrative rules to advance the policy goals and priorities for the Division. Oregon is home to over 275,000 children, birth to kindergarten entry. Due to the COVID-19 Pandemic, this position will start off fully remote with the possibility of a hybrid schedule of working both remotely and in the office in the future.

This position is part of the Early Learning Division – a Division that prides itself on enabling Oregon’s young children and families to learn and thrive. The Division is responsible for overseeing the state’s Head Start, Pre-Kindergarten, and Relief Nurseries programs, among others; and licensing Oregon’s child care providers.

Additionally, the Division is in the process of becoming the Department of Early Learning and Care, a new agency that will elevate the State’s focus on programs for child care and children ages birth to five. This position will play a critical role in transforming the Division into a standalone state agency. The next year of rulemaking activity is heavily focused on: 1) facilitating the transfer of the Employment Related Day Care program from the Oregon Department of Human Services to the new Department; and 2) ensuring the Division’s current programs are updated in alignment with various legislative directives, including HB 3073 (2021), and the mission of the new Department.
What you will do:
This position will oversee the rule development process for the Division from start to finish, inclusive of:
Monitoring, interpreting, and analyzing legislation and proposed legislation for impacts to existing rules or requiring new rules to be promulgated;
Navigating the rulemaking process with the Secretary of State’s office so that all steps of the rulemaking process are executed according to legal timelines;
Working with partners and internal subject matter experts to identify and address key policy issues in rule;
Drafting rule language that operationalizes equity and is based in anti-racism;
Ensuring broad, diverse and inclusive partner engagement in the development of rules; and
Presenting to executive leadership and the Early Learning Council on rulemaking matters.
This position has a great deal of freedom in managing one’s workload, collaborating with others, and determining the best strategies to complete projects. While this position works with a fair amount of independence, you have a supportive team and supervisor to provide direction and assistance as needed. This position will work closely with ELD leadership to determine priorities for rule development and with the Early Learning Council, the body that has statutory authority for rulemaking. The Division’s rules impact children and families, as well as child care and early learning providers.

Candidates with a Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or a closely related field; and four years professional-level evaluative, analytical and planning work OR; Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
In addition, we are looking for applicants that have the following Desired Attributes:
Prior experience in rulemaking;
Experience managing time-sensitive processes;
High aptitude for learning new things, detail- and process-oriented, and ability to switch priorities or projects seamlessly;
Ability to establish and maintain effective working relationships with state, municipal, and tribal officials; colleagues; partners; and the public;
Ability to professionally and effectively communicate orally and in writing with a variety of people, answering questions and explaining technical information plainly;
Ability to apply logic and analytical techniques to determine underlying principles, reasons, patterns, or facts associated with programs, legislation, data, and rules;
An understanding of the principles and practices of policy analysis including policy development, coordination, economic analysis, cost-benefit analysis and implementation as they relate to the rulemaking process; and
Experience navigating federal and state laws and judicial determinations relevant to state rules, such as federal statutes and regulations concerning the Child Care Development Fund or Head Start programs.
