Job Description : General Description
The City of Albany seeks qualified candidates for a full-time Planner II position. The person hired to this position will be responsible for evaluating land use proposals for conformity to established plans and ordinances, evaluate proposals for development impact as they relate to the adopted plans of the city and make recommendations. The Planner II may provide staff support to the Landmarks Advisory Commission, Planning Commission, Hearings Board, City Council and other groups as needed and assigned.
Albany is in the unique position of being large enough that we need to have a planning program that is comprehensive like larger urban areas, but small enough that everyone on our planning team is exposed to a variety of different planning opportunities and initiatives. The successful candidate will join a team of experienced planning professionals operating in a supportive and collaborative environment, and will be responsible for a variety of challenging duties focused on current and long-range planning projects.
NOTE: This position is full benefits eligible. Out-of-pocket cost for medical, dental, and vision coverage is approx. $44/mo. for employee only coverage up to a max of $126/mo. for family coverage.
Essential Functions/Duties & Responsibilities

Develops short- and long-range plans; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments and agencies as needed.
Provides technical and professional advice; makes presentations to supervisors, boards, commissions, civic groups, and the general public. Provides information on land use applications, ordinances, codes, plans and related planning programs, services, or regulations to architects, engineers, developers, contractors, owners, community groups, and interested persons.
Prepares a variety of studies, reports, and related information for decision-making purposes.
Conducts technical research studies and prepares statistical reports and recommendations for drafting or revising local legislation and plans, projecting trends, monitoring socio-economic data, etc.
Assists in the development and implementation of growth management, land use, economic development, utility, housing, transportation, facilities, community visioning, historic preservation, or other plans and codes to meet the city’s needs and any intergovernmental agreements or requirements.
Evaluates land use proposals for conformity to established plans and ordinances; evaluates proposals’ development impact as they relate to the adopted plans of the city and make recommendations.
Evaluates land use applications and site plans for compliance with applicable local, state or federal laws. Monitors assigned land use applications through the approval states, and prepares reports and related data as required.
Provides staff support to the Planning Commission, Hearings Board, Landmarks Advisory Commission, City Council, and groups, as needed and assigned. Prepares planning reports and supporting data, including recommendations or various land use proposals.
Evaluates environmental information and recommends mitigation measures to reduce adverse impacts of development.
Assists city staff in the enforcement of local ordinance and in interpreting city codes and master plans.
Assists in the development of urban design standards.
Assists in designs for parks, streetscapes, landscapes, and other municipal projects.
Updates a variety of maps. Prepares graphics and maps for a variety of reports, plans, grant applications, publications, or meetings.
Serves as a member of a planning task force composed of city, county, or state groups, when assigned.
Prepares and writes grant application components.
Assists in maintaining the data base of information for planning purposes.
Coordinates and manages planning consultant contracts, as assigned.
Attends professional development workshops and conferences to keep abreast of trends and developments in the field of municipal planning.
Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regard everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
Serves as a member of various City committees as assigned.
Assists other staff in the performance of their duties as assigned.
Maintains regular job attendance and adherence to working hours.
Operates a motor vehicle safely and legally.
Supervision/Lead Work Exercised
This is a non-supervisory position. Lead work/coordination of the work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.
Qualifications & Requirements
EDUCATION AND EXPERIENCE
A Bachelor’s degree in land use planning, urban planning, landscape architecture, social science, or a closely related field and two years’ experience in local government planning; or a Master’s degree in planning or a related field with one year’s experience in local government planning; or any equivalent combination of education, experience, and training which demonstrates the required knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES
Extensive knowledge of zoning laws and comprehensive plans including their formation, process of adoption, and enforcement. Extensive knowledge of planning programs and processes. General working knowledge of personal computers and GIS applications.
Skill in: operation of listed tools and equipment used; and the areas of drafting and designing.
Ability to: communicate effectively orally and in writing with architects, contractors, developers, owners, supervisors, employees, and the general public; and establish effective working relationships.
SPECIAL REQUIREMENTS
AICP (American Institute of Certified Planners) certification desired.
Possession of or ability to obtain a valid Oregon driver’s license.
The individual shall not pose a direct threat to the health or safety of the individual or others in the workplace.
